Site Visitation: School Leaders' Perceptions Of A Diagnostic Tool For School Improvement, Mary Shannon C. Chiasson

This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. The findings led to the development of a hybrid accountability model that encompasses the components school leaders believe will lead to school improvement. Public higher education has experienced a decline in state funding in real dollars. This has created financial challenges for many students and their families, as well as institutions.

Tax revenue has decreased as a result of the economic recession, causing state leaders to reprioritize their fiscal responsibilities. Higher education has been viewed as a discretionary expense in competition with other state programs, so funding can, and often, does vary. This research studies the effects of state laws banning access to in-state resident tuition (ISRT) rates and other educational benefits for unauthorized immigrant students (UIS) in five states: Arizona, Colorado, Georgia, Indiana, and Ohio. It measures the overall effect of policies denying ISRT that were implemented between 2005-2012 in the United States.

Three potential effects are evaluated. First, the study estimates the policy effects on the college enrollment of UIS. Because the policy does not deny access to higher education institutions, the possibility exists for this population to attend public or private colleges. The school-to-prison pipeline metaphor represents an educational environment that allows public schools to push many at-risk children out of school and into the juvenile justice system or even worse, the adult criminal justice system (Wald and Losen, 2003; Lynn, 2010; Tuzzolo and Hewitt, 2006). The purpose of this study is to examine whether a school-to-prison pipeline exists in eastern Oklahoma, and if so, to better understand the characteristics of the public schools that may be contributing to it. The study was based on Donald Super's Career Development Theory, Jack Mezirow's Transformational Learning Theory, and David Kolb's Experiential Learning Theory. However, equality-laden language is often used without definition or critical examination. Student achievement has been measured in the United States for decades through the use of standardized state assessments. The purpose of this study was to examine which combination of 15 out-of-school community demographic variables best predicted and accounted for the most variance in a Connecticut school district’s percentages of students scoring goal or above on the 2010 Connecticut Mastery Test (CMT) for the third through eighth grade in Mathematics (Math) and English Language Arts (ELA). Nevertheless, there exists a dearth of empirical research on school counselor advocacy in general and virtually none as it relates to lesbian, gay, bisexual and transgender (LGBT) students specifically. The purpose of this study is to develop a deeper understanding of the health issues facing adolescent females (ages 18-21) in rural, northeastern Afghanistan. Incorporating participant observations, in-depth interviews, and narrative inquiries, this study seeks to illustrate adolescent females’ perspectives on health issues. To achieve this goal, ten adolescent females were interviewed in rural, northeastern Afghanistan during 2010. The participants were between 18- and 21-years old. This dissertation documents pension benefit choices made by public school teachers enrolled in the Illinois Teachers' Retirement System (TRS), where they choose between taking a lump-sum withdrawal of their refundable contributions and deferring a pension benefit. The analysis explores the extent to which vested teachers enrolled in TRS separate from service with positive pension wealth, estimates how much money is "left on the table" at a conventional discount rate, and investigates what types of teachers display higher or lower discount rates as indicated by cashout patterns. This policy analysis looks at the evolution of homeless education laws both through federal legislation and state laws. A policy analysis was utilized to show changes through the reauthorization of the McKinney-Vento Act.

One aspect of this analysis utilized qualitative data from four individual administrators in four central Illinois school districts. The qualitative data reviewed the training received by each administrator and the policies guiding their enrollment procedures.

The purpose of this quantitative study was to provide insight to the perspectives of leaders and individuals in authority within the Archdiocese of Los Angeles system of Catholic parochial schools regarding current models of governance, levels of authority, and decision-making processes. The current study examines the connection between a change of family income and the retention of academic gains for children in low-income households who have attended a center-based preschool program. These children are often shown to lose the academic advantage they gain during preschool as they move through k-12 education in a phenomenon called fade out. A theoretical framework was constructed positing that material and psychological effects of poverty inhibit the ability of these families to support and maintain growth during this critical time when children are highly nested in the family unit.

This dissertation is an auto|ethnography , meaning it places the author's experiences at the center of analysis. The thesis argues that educators from the dominant culture can share the burden of change placed on students of color by critically reflecting on their positionality--or the way they socially construct their understanding of who they are in the world and therefore their relationship to educational structures and school actors. This study assessed the perceived impact of the National Board Certification program on Arkansas teachers, relative to their professional practice, leadership practice, and students' achievement. An electronic survey was sent out to 2144 Arkansas National Board Certified Teacher (AR NBCTs) and received a 53% response rate. The survey asked AR NBCTs demographic information and questions to determine the factors that influenced them to pursue NB certification. They responded to Likert scale questions about their professional practice, leadership practice, and student achievement, ranking how they perceived each was affected by their participation in National Board Certification. Students from low-income families, even those with equal qualifications, are underrepresented throughout the education pipeline, and the gap by family income increases at each educational milepost. The major impediments to increasing college-going rates for lower-income families are financial, experiential, motivational and informational. A key informational impediment is the difficulty families have in understanding information about college costs and financial aid. Students attending charter schools, including those with learning disabilities, are subject to policies set by individual charter management organizations. One practice used within some charter schools is grade-level retention, or having students repeat a grade level. Literature overwhelmingly indicates that retention is associated with negative outcomes, yet the practice continues to be used. One particular charter school that uses a strict retention policy and retains students with learning disabilities was studied to understand how the process unfolds. This study investigated how media portrayals of individuals in the lower class affect people’s beliefs about educational hardships in lower socioeconomic areas. Specifically, this study looked at the attributions of these hardships to determine if media consumption had an effect on the internality of attributions. It was hypothesized that increased media consumption would be related to an increased tendency toward internal attributions. It was hypothesized that increased media consumption would lead to lower support for policy changes regarding education.
