ABSTRACTIt has been over 50 years since desegregation efforts began and many public-school systems in the United States are still battling with performance gaps between White and historically underrepresented students. This paper explores the repercussions of gifted and talented programs in the United States, looking specifically at resulting psychological effects and social justice implications. This analysis is positioned within the discussion of global power struggles for technological advancement. After the success of the Russian Sputnik satellite in 1957, the United States bolstered initiatives in education to ensure they were producing students who could contribute to the prowess of the nation. The problem addressed in this study was the need for a better understanding of teachers’ perceptions about disengaged students, which is essential in developing interventions to support students’ school completion. Cash transfers, defined as direct transfers of purchasing power from an institution or individual to another individual, are an increasingly popular policy instrument both abroad and in the United States. This dissertation investigates how two educational interventions utilizing cash transfers affect participating students. The first, the Louisiana Scholarship Program, is a statewide program offering publicly financed scholarships for low income students attending poorly performing public schools to attend K-12 private schools. The second program, the Arkansas Academic Challenge Scholarship, is a state financed broad-based merit-aid scholarship for students in college within the state of Arkansas. The 2001 renewal of the United States' Title I program, which provides federal funds to schools with large populations of low-income students, instituted the Supplemental Educational Services (SES) program in which schools in their third year of failing to make Adequate Yearly Progress (AYP) are required to offer after-school tutoring in core subjects to low-income students, provided by public or private tutoring agencies.
