Education has been identified as the most powerful instrument for social reform, which imparts knowledge, skills and character to the individual through teaching, learning and experiential activity labor surplus economy. This paper examines the high level of unemployment in Nigeria, with a view to proffer development of entrepreneurial skills and initiatives as way out. The study conclude that investment is essential for growth and productivity, while domestic savings provide the needed resources for investment. Only sound and effective monetary policy can guarantee price stability, which is a necessary condition for sustainable growth. Government policies, institutions and governance matter. The Returns To Education And Basic Skills Training For Individuals With Poor Health Or Disability, Kevin M. Hollenbeck, Jean Kimmel

This paper examines linkages between disability and health status and the returns to education and basic skills training. It bases analyses on two separate data sources: wave 3 from the 1993 panel of the Survey of Income and Program Participation (SIPP) and the 1992 National Adult Literacy Survey (NALS). The data sets have been used to estimate standard wage equations with education and basic skills training among the independent variables. The NALS data set allows us to control for prose, quantitative, and document literacy. The wage equations rely on Heckit corrections for labor force participation, and we stratify by sex. …

In a recent report, Solmon, Paark, and Garcia (2001) seek to identify the impact of attending charter schools on student achievement using data from Arizona. Based on a sophisticated statistical analysis, these authors report that charter school attendance increases test score gains of students. This note raises some questions about the interpretation of the results reported and some questions about the empirical approach and underlying data. How Free Is Florida's Public Education: An Examination Of School Fees In Florida's 67 Counties Public Secondary Schools, Lori Ronan-Khessali

The primary purpose of this study was to determine if Florida's public high schools provide a free education as defined by Florida's constitution. More specifically, the following issues were analyzed: (a) the extent to which Florida's 67 counties assess user fees in public high schools, (b) the extent to which user fees are represented as voluntary or mandatory, (c) categorization of the 67 counties with respect to consistency of user fees within and between districts, and (d) the relationship between the assessment of user fees location, per-capita income, and percentage of children on free/reduced lunch.

Student Debt And Debt Burden Of Graduate And First Professional Students: A National And Institutional Analysis, Daina Paupe Henry

The purpose of this research was to assess the short-term debt burden of graduate education for those students needing to acquire loans. Building on and refining the work of Leslie and Brinkman, and Keynes (but narrowing the analysis to post-baccalaureates) an analysis of amount of student debt and debt burden (the proportion of debt payments to income) was conducted. Using institutional and NPSAS data, debt was analyzed by student level (i.e. masters, doctoral, first-professional) and program of study (business, education, law, physical sciences, social sciences, and other). The purpose of this study is to determine what relationships exist among current fund revenues, current fund expenditures, long-term debt, and endowment value for public four-year colleges and universities, for fiscal years 1992 through 1997. An important objective of the study is to "let the data speak for itself." The research questions focused on trends among the four variables; whether long-term debt displaced some portion of current fund revenue and whether endowment value influenced this relationship; whether institutions incurred more debt when their revenues and endowment values have been increasing; and whether revenues failed to keep pace with institutions' needs …
