Educational disadvantage continues to be a cause for concern, and addressing it remains at the forefront of education policy in Ireland (Houses of Oireachtas, 2019; Weir et al., 2017). This research extended across the academic years 2019-2020 and 2020-2021 and during the period of the global COVID-19 pandemic, which imposed public health measures, and enforced an emergency online digital learning environment. A socio-economic profile of Ireland’s student body registered an attainment gap between rich and poor, finding that young people from backgrounds of disadvantage continue to be underrepresented at third-level when compared to their middle-class counterparts (HEA, 2020). How does spending affect academic outcomes in higher education institutions? Postsecondary schools incur costs to provide services to its student body. In this study, I introduce multiple outcome variables, a two-stage production function, and current-year expenditures on core services to evaluate how school spending affects academic outcomes.

The empirical analysis includes 28 group sample parameter estimates from four outcome variables, the pooled sample, and group samples for each of six sectors. The fixed effects/instrumental variable (FE-IV) instructional expenditure parameter estimates were positive for 20 of the 28 group samples. Young adults throughout the United States and other countries participate in “gap years,” or time away from school, often for travel, work, or volunteering. This practice is promoted as a way to mature and refocus. However, some worry that it lowers the likelihood of college completion. Previous literature has investigated the academic, social, and personal benefits of gap years with mixed results; however selection into gap years confounds the true impact with unobservable personal characteristics. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. The purpose of this research was to study the factors that contribute to financial deficits, examine the strategies used to reduce deficits, and explore the barriers that may prohibit the reduction of financial deficits. As part of legislative mandates, school superintendents are faced with creating a deficit elimination plan to reduce the financial deficits facing their districts. In 2013, the State of Michigan began to shut down financially challenged districts for the first time.
