Teachers represent the frontline of education and many of them find themselves working daily with impoverished students. Teachers’ qualitative perceptions are useful for developing solutions to the problem of educating diverse students from lower socioeconomic backgrounds in charter schools. The purpose of this study was to understand teachers’ perceptions of a charter school environment and the association between low socioeconomic status (SES) students and their academic performance. A qualitative design and a case study methodology were used with two charter schools, including 45 participating teachers. The transfer from instructional delivery to student knowledge should be easily recognizable in the end-of-year assessment data. This basic qualitative study examined the beliefs and attitudes of selected faculty in three southern region schools that had been identified by several government agencies as having severe chronic attendance problems. Twelve educators who work closely with the daily Positive Behavior Intervention and Support (PBIS) program were individually interviewed and re-interviewed until reaching a significant point where no new knowledge could be derived. This thesis consists of three substantive chapters, which explore topics related to the economics of education. Two of the chapters examine teacher labour markets, and one chapter examines the earnings of university graduates.

In Chapter 2, I create a new and unique dataset to examine how teacher characteristics affect the probability of acquiring a permanent teaching position in the Ontario public school system. This chapter provides evidence of how difficult it was for recent Ontario teachers’ college graduates to obtain a teaching job. Socioeconomics has been a factor that exposes the disparities in student achievement across communities within the state of New Jersey, and as a result of the disparities, in 1985, the Education Law Center filed the first ruling of Abbot v. Burke; this case ruled that significant funding be provided in an effort to ensure that underprivileged students within these underperforming districts receive public education in accordance with the state constitution. However, despite the funding efforts, since 1985, (87%) of the 31 school districts identified as Abbott not only remain underprivileged, but they also remain underperforming. Therefore, we need to understand drivers of human capital accumulation in order to design successful development policies. My dissertation studies formation and use of human capital with emphasis on its less tangible forms, including skills, abilities and know-how.

The first chapter of my dissertation explores the effects of occupational and educational barriers on human capital stock and aggregate productivity. In a dynamic industry that values versatile employees, where communication is key to success, the capability of speaking Spanish is a substantial value-add in the workforce. Mentoring in the workplace, however, was not studied until the early 1980s, and then more than a decade later, mentoring was studied in the context of the K-12 teacher workforce. Cumulative student loan debt in the United States has now surpassed $1.5 trillion. Moreover, since the turn of the century, cohort default rates of these loans have steadily risen across all types of institutions. The latest data from the U.S. Department of Education shows 10.8 percent of borrowers who entered repayment in fiscal year 2015 have defaulted within three years. In turn, the first chapter of this paper summarizes student loan policies as well as trends in debt and default. This study was guided by the following research question: What are the perceptions and experiences of participants, Black and White, who attended both segregated and desegregated schools? This phenomenological research study was conducted using two focus groups divided homogeneously into one Black focus group and one White focus group. The purpose of this qualitative study was to examine the effectiveness of a district-mandated teacher mentoring program in a Central Arkansas School District in regards to skills, dispositions, and retention. Postsecondary access and degree completion are increasingly important concerns for individuals and policymakers. This dissertation presents evidence on three distinct strategies for increasing students’ level of preparedness for higher education, rates of postsecondary enrollment, and rates of postsecondary degree completion. The first is an intervention aimed at increasing eighth-grade students’ familiarity with college life. High student debt has been hypothesized to affect career choice, causing students to desire stable, high paying jobs. To test this hypothesis, I rely on plausibly exogenous variation in debt due to a federal policy shift. In the summer of 2007, the Higher Education Reconciliation Act (or HERA) expanded the cap for federally subsidized student loans. I examine how variation in debt affects career choice and eventual salary of students using data from the National Longitudinal Survey of Youth 1979 Child and Young Adult Cohort of students who were of college age during the implementation of the policy. This study expands on previous research regarding the adequacy of educational funding in order to reach a desired academic outcome. Specifically, this study examines Virginia policies of Standards of Quality and Standards of Accreditation to see if local fiscal effort above the minimum required by Virginia has an association to the desired minimum academic outcome of school accreditation.

The Clery Act was created as a consumer protection law to inform prospective students and their families about the safety of the campuses they consider. The law requires that post–secondary institutions participating in Title IV federal financial assistance programs remain compliant with Clery Act regulations to maintain the ability to offer financial aid funds to students. Noncompliance with the Clery Act can result in disqualification from Title IV programming and damaging institutional fines.
