The purpose of the study was to identify the impact that the Southwest Virginia Higher Education Center (SWVHEC), located in Abingdon, has had on area residents in the past twenty years. The case study presented here is different from others that have been written in that it measures the number of courses offered, student registrations, and professional developments available to local residents. The data was collected and triangulated using different methods, such as structured interviews, archival records, newspaper articles, University websites, and participant-observations. There is a rising level of debt associated with attending college. Educational investment decisions, knowledge of financial management, attitudes and practices of student borrowing can have a significant impact on students’ futures. Student loan debt has been linked to adverse effects post-graduation in terms of employment, savings and making major purchases. Financial aid and money management skills of federal student loans are needed to help students achieve a quality life as working adults (Wolber, 2012). U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt. The growth of $136.8 billion in student loan delinquency has triggered decreasing participation in non-student debt markets by people with student loan debt.
