Technical Vocational Education and Training (TVET) was institutionalized by the Philippine government in order to fill in the gaps left by the higher education system in transitioning students to the formal workforce. However, recent studies suggest that TVET graduates have a difficult time gaining employment and wage increases because of skills supply and demand mismatches and the devaluation of TVET degrees. The mismatch is observed through the high unemployment rates of TVET graduates and various job availabilities that could not be filled up by these graduates due to the incompatibility of skills formation with job requirements which is evident in …

ONCE upon a time, the Philippines was praised for its relatively well-educated labor force. Not anymore. The situation seems to have reversed: policymakers and commentators single out education as one of the primary causes for the country’s poor performance (lack of competitiveness) and the unemployability of many of its workers.
To put the discussion in the correct context, I will start by arguing that the relevant measure of progress for a developing nation like the Philippines is productivity. Research shows that teacher induction programs can be effective as measured by a number of outcomes. However, research also shows that teacher induction programs vary greatly from one district to another. Furthermore, there is no research that examines teacher induction programs with respect to costs and benefits. Many reports have been published about the complex topic of segregation in the Greater St. Louis area. However, the effect of years of systemic segregation on education has not been adequately discussed in a modern context. This report studies the root causes of the Delmar Divide in an attempt to understand the impact it produced in the educational community. St. Louis is a classically divided city and the public-school system has suffered as a result of educational inequities. The purpose of this research is to find the effects of creative games on the Creativity Quotient of human beings. Assessing creativity is based on divergent thinking consisting of fluency, originality and uniqueness in thinking methods. The theoretical framework assesses the creative thinking of candidates through a 4-week gaming programme consists of a pre-and post-assessment of the Creativity Quotient Test which consists of 10 critical thinking questions. With the European Council looking to Higher Education Institutions (HEIs) to help support the strategic goal of increasing small and medium-sized enterprise (SME) activity through increased entrepreneurial education, we reflect on the challenges facing both HEIs and SMEs through the lens of the European Commission’s Horizon 2020 funded research and innovation staff exchange project ‘Global Entrepreneurial Talent Management 3’ (GETM3). This research generated data during the three-year duration of the project and through a mixed-methods approach. This report from the Metropolitan Educational Research Consortium (MERC) explores research related to Advanced Placement (AP) courses through an equity lens. It answers five questions: 1) What are AP classes? 2) Who enrolls and succeeds in AP classes? 3) Why do disparities in AP matter? 4) What factors contribute to disparities in AP participation and performance? 5) What policies and practices help to address disparities in AP access, enrollment, and performance? Facts And Trends Regarding Performance And Funding Of K-12 In Kentucky, John Garen

Kentucky’s K-12 experienced an 80% in increase in per pupil funds, after inflation, from 1990 to 2019. However, there have been only modest changes in its nationally-administered test scores, and no increases in the past decade. Moreover, per pupil funding seems to exceed that of all but the most exclusive private school tuition. Just over one-half of public funds goes directly to instruction and most funds to local schools come from Frankfort. Scoring on Kentucky’s own student assessment tests, the K-PREP, are higher than that of the comparable nationally-administered tests. Also, K-PREP shows improvement, while the other tests do not. …

Every day, children around the world are playing. There has been plenty of research on the importance of different kinds of play, but very little on the importance of the quantity of play. Understanding the relationship between educational outcomes and the amount of time spent playing would allow parents to better structure their children’s time and would settle the debate between psychologists and economists on whether play has inherent value for a child’s future outcomes. Literature on the subject of school resources and student outcomes tends to find that there is a positive relationship between both variables. Most literature uses per-pupil spending (PPS) or teacher salaries as a measure of school resources. While I have modeled both in my paper, my focus in this paper is on per-pupil spending. Using data from the Illinois State Board of Education from 2006-2016 and measuring student outcomes through average ACT scores, operational PPS is found to be insignificant, whereas instructional PPS is found to be positive and significant at the 5% level. Over the past two decades, the landscape of elementary and secondary education in the United States has shifted dramatically, due to the emergence and expansion of privately provided, but publicly funded, schooling options (including both charter schools and private-school choice devices like vouchers, tax credits and educational savings accounts). This transformation in the delivery of K12 education is the result of a confluence of factors—discussed in detail below—that increasingly lead education reformers to support efforts to increase the number of high quality schools serving disadvantaged students across all three educational sectors, instead of focusing exclusively on reforming urban public schools. …

This Article examines the nature of the federal role in public education following the recent passage of the Every Student Succeeds Act in December 2015 (“ESSA”). Public education was largely unregulated for much of our Nation’s history, with the federal government deferring to states’ traditional “police powers” despite the de jure entrenchment of racial and class-based inequalities. A nascent policy of education federalism finally took root following the Brown v. Board decision and the enactment of the Elementary and Secondary School Act (“ESEA”) with the explicit purpose of eradicating such educational inequality.

The construction industry is of strategic importance to any economy, as it delivers the building and infrastructural needs of society; it is also a major provider of employment. The over-reliance on construction was a contributing factor to the collapse of the Irish economy and employment in construction fell to under 50% of its 2007 peak as a consequence. The decline devastated apprentice training with a reduction in excess of 90% of new registrations of construction apprentices at the lowest point. The implication of this to the industry is disquieting, given the crucial role apprenticeships play in the sector. The Irish …

University ranking has high public visibility, the ranking business has flourished, and institutions of higher education have not been able to ignore it. This study of university ranking presents general considerations of ranking and institutional responses to it, particularly considering reactions to ranking, ranking as a self-fulfilling prophecy, and ranking as a means of transforming qualities into quantities. The authors present a conceptual framework of university ranking based on three propositions and carry out a descriptive statistical analysis of U.S. and international ranking data to evaluate those propositions. Heterogenous Effects Of Sports Participation On Education And Labor Market Outcomes, Devon Haskell Gorry

This paper analyzes the distribution of education and labor market benefits from sports participation. Results show that effects are similar across gender, but differ on other dimensions. In particular, participants in team sports show greater gains than those in individual sports. Quantile regressions show that educational gains are larger for low performing populations and earnings gains are larger for low earning individuals. Instrumental variable results also show similar effects across gender and larger gains in academic performance for low performers, but these results show insignificant effects of sports participation on labor market outcomes.
