Education has been widely recognized in the economic literature as a fundamental element in the economic development of nations and individuals. In this study, I focus on literacy acquisition for young children in poor communities in South Asia and Sub- saharan Africa. Literature on cognitive skill formation, neurobiology and psychology have found converging evidence that returns to investments in education differ by age. This is explained by the fact that neural circuits are more receptive to environmental influences at sensitive periods of brain development. For college undergraduates, the thought of managing money is often new, exciting, and terrifying in the same breath. Some students have learned well from their parental and prior academic influences, and yet others may be overwhelmed by a lack of those same resources. As postsecondary institutions endeavor to level the proverbial playing field, helping college graduates launch into meaningful, financially independent lives, it begs additional consideration on the intervention methods that might be most impactful.

The main objective of the paper is to assess the prospects of achieving universal adult literacy with a policy intervention factor through adult literacy programmes targeting different age groups. The paper begin with the analysis examining the status and disparities across sub-population groups distinguished by location, gender and caste, and across, states with respect to literacy. The present case study is on an Early Childhood program in Guatemala based on participant parents’ feedback. The Early Childhood program is non-formal, focuses on emergent literacy and nutrition, and takes place in a community-run library in a poor, semi-rural town in the mountainous regions of Quiche, Guatemala. The library was set up by a Non-Governmental Organization (NGO) that works in Guatemala as well as another neighboring country.

ABSTRACT The goal of the study was to understand farmer literacy practices, and how farmer participants perceive the usefulness of Farmer Water School (FWS) training. Studying the farmer literacy practices was to help identify farmer friendly methods, and design effective messages for dissemination on crop choices, decisions, and sustainable groundwater management. To understand the usefulness of FWS training to farmers, a comparative study of FWS participants and non-FWS pa11icipants' perceptions on crop-water management, crop choices, and agriculture practices was undertaken.
