When delivered well, education is key to addressing a host of individual and societal ills, from poverty and disease to crime and poor voter engagement. India has demonstrated considerable progress in improving various aspects of its primary education system, including infrastructure and buildings, teacher-student ratios, and school enrollment. However, student learning outcomes remain consistently low across the country. A review of the literature surrounding learning outcomes has highlighted gaps in school instruction and has shown the dire need for innovations in pedagogy and curriculum to improve student learning. University ranking has high public visibility, the ranking business has flourished, and institutions of higher education have not been able to ignore it. This study of university ranking presents general considerations of ranking and institutional responses to it, particularly considering reactions to ranking, ranking as a self-fulfilling prophecy, and ranking as a means of transforming qualities into quantities. The authors present a conceptual framework of university ranking based on three propositions and carry out a descriptive statistical analysis of U.S. and international ranking data to evaluate those propositions. Many Mississippi economic developers firmly believe that education could be the answer to the economic development of a community. However, there is a relatively small amount of research published on how the connection between education and economic development works. This is a case study of the Greater Hattiesburg Area of Mississippi which seeks to explore and to begin to understand how to better the relationship between education and economic development.

The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

The Davenport Promise would provide college scholarships for students living in the City of Davenport. The scholarship can be used to attend any accredited vocational training institute, college, or university of the student's choice. This report provides estimates of the potential fiscal impact of the Davenport Promise on the City of Davenport and the Davenport Public Schools under several alternative scenarios.
