In this paper, I evaluate affirmative action from the framework of virtue ethics. In doing so, I consider the principles behind affirmative action as well as its consequences because a perfectly virtuous person will act per just principles but will also be concerned with the consequences of her actions. An attempt to restore justice that utilizes a mechanism known to be ineffective is not truly an attempt to restore justice, and so is not virtuous. As the costs of higher education have soared, the value of Pell Grants has declined, making it more difficult for lower-income students to obtain an education without being hopelessly mired in debt. This Article proposes a new system of federal funding for higher education that would require a redirection of a portion of the funds from the Pell program and a reformation of the federal tax incentives for higher education to provide free community college/vocational school for lower- and middle-income students, without the need to raise additional taxes. The purpose of the study was to identify the impact that the Southwest Virginia Higher Education Center (SWVHEC), located in Abingdon, has had on area residents in the past twenty years. The case study presented here is different from others that have been written in that it measures the number of courses offered, student registrations, and professional developments available to local residents. The data was collected and triangulated using different methods, such as structured interviews, archival records, newspaper articles, University websites, and participant-observations. U.S. higher education tuition costs have risen at nearly double the rate of inflation over the past forty years. In 2012, student loan delinquency rose to 12% and surpassed credit card delinquency rates as the top category of consumer debt delinquency. Meanwhile, recently enacted federal policies advocate for increased higher education accessibility, affordability and attainability, but simultaneously promote educational institutions to increase spending with funds fueled by student debt.
