The present budget crisis in Pennsylvania has brought many lingering tensions to bear as school districts scramble to pay their bills without any support from the state. Notably, there has been a lot of talk about holding back payments to charter schools, which naturally sparks controversy. In order to make sense of the situation - and in order to understand the passionate debate which surrounds it - it's worthwhile to know something about the history, theory, and funding of charter schools. Federal and state education mandates have prompted more changes in PreK–12 education in the past several years than during any other time in American education history. The sheer volume of changes and their complexity have put school business officials to the test as never before.

Among the more challenging issues for school business officials are the budgetary implications of the Affordable Care Act, special-education regulations, new food-service mandates, and safety and environmental regulations.

In some educational settings, the cost of textbooks approaches or even exceeds the cost of tuition. Given limited resources, it is important to better understand the impacts of free open educational resources (OER) on student outcomes. Utilizing digital resources such as OER can substantially reduce costs for students. The purpose of this study was to analyze whether the adoption of no-cost open digital textbooks significantly predicted students’ completion of courses, class achievement, and enrollment intensity during and after semesters in which OER were used. A majority of the previous research on older adults and their use of technology has focused on computers and the Internet. Most of the eReader-specific research examined younger participants in an academic setting. The purpose of this phenomenological study was to describe the perspectives of Georgia senior adults in their adoption of eReaders. The adoption of an eReader was generally defined as the acquisition of an eReader, followed by the selecting, downloading, navigating, and reading of eBooks using an eReader. The purpose of this study was to explore the factors that affect retention of adult basic education teachers in Kentucky. This qualitative study utilized data from interviews conducted with former or retired adult basic education teachers in Kentucky. Vrooms expectancy theory was examined as the theoretical framework to review the outcomes and their relationship to this theory. Results from this investigation determined several significant findings, with low salary being the main determining factor that affects retention of adult basic education teachers in Kentucky. The United States currently holds one of the highest teenage pregnancy rates in the developed world, but many Americans, including policy makers, view adolescent childbearing as a societal problem that stems from negligence, promiscuity, and poor decision making. This project seeks to frame the institution of school-age motherhood through the lens of Life History Theory, which posits that early reproduction is an adaptation in the face of harsh conditions and high extrinsic mortality rates. Noting that collaboration between business executives and superintendents was wide but not deep, a Harvard Business School monograph, "Partial Credit: How America's School Superintendents See Business as a Partner," identified positive findings regarding access. Nearly two-thirds of 1,117 responding superintendents said they had access to business leaders to whom they could turn for advice and support. In urban districts, the figure was 84 percent. However, responses to a question on the AASA's decennial survey suggested otherwise.

Upjohn Institute Working Papers

In this paper, I document evidence that intergovernmental incentives inherent in public sector defined benefit pension systems distort the amount and timing of income for public school teachers. This intergovernmental incentive stems from the fact that, in many states, local school districts are responsible for setting the compensation that determines the size of pensions, but are not required to make contributions to cover the resulting pension fund liabilities. I use the introduction of a policy that required experience-rating on compensation increases above a certain limit in a differences-in-differences framework to identify whether districts are willing to pay the full costs …

Using a video camera, I documented the historic Save our Schools Rally Chicago, March 27, 2013. Included was a march led by President Karen Lewis of the Chicago Teachers Union (CTU), interviews respectively of Reverend Jesse Jackson, a special education teacher-Diana, and a healthcare worker, and footage of community members performing civil disobedience. Perhaps most compelling are the voices of students—high school seniors— who spoke eloquently against school closings.
