This report provides a summary of the completed Overcoming Disadvantage in Early Childhood (ODEC) longitudinal research study. The study was designed to evaluate the Australian Literacy and Numeracy Foundation’s (ALNF) Early Language and Literacy (EL&L) program by answering the research question: What is the effect of the EL&L program on the development of language and literacy skills in preschool aged children? An integral component of this study was the development of the Early Language and Literacy Developmental Index (ELLDI), a new tool to measure oral language and literacy learning. Qualitative secondary analysis (QSA) allows researchers to explore new research questions and ensure that participants’ voices are heard to the greatest extent possible, without the burdens of additional data collection. However, this approach is rarely used outside of the health sciences, and little guidance exists in the literature about how to conduct QSA. This study is a secondary analysis of qualitative program evaluation data related to the well-being of human services professionals from two fields: child welfare and early care and education (ECE). Buk bilong Pikinini (BbP) provides access to early childhood education and care (ECEC) programs with a specific focus on English language literacy for children from vulnerable communities in Papua New Guinea. This is highly relevant, given the fact that there is likely an over-representation of illiteracy in disadvantaged households and few opportunities for children within those households to be ready for a school system with English as the language of instruction. A wealth of interdisciplinary research on early childhood development by the neurobiological, behavioral, and social sciences has occurred in the past 100 years. The findings from this research have led to an understanding and appreciation of the importance of early life experiences, the centrality of relationships in early childhood to support positive development, the complexity of social skills that are learned in early childhood and their long-term effect on adult success and well-being, and the ability to impact the trajectory of children’s development with effective early intervention.
