Evaluating Equity: Examining Inclusionary Practices From Educational Organizations To Improve The Education Experience Of Lgbtqia+ Students, Jillian G. Torrento

This qualitative study explored the ways in which education policy and practices within public schools are addressing the needs of minoritized populations with a particular focus on LGBTQIA+ students. This study first employed a document analysis to investigate the federal, state, and district-level equity practices that are mandated or elective in addressing the needs of marginalized populations and LGBTQIA+ students. Secondly, a critical discourse analysis was conducted to examine the specific language, word choices, and symbols found within the public documents that signify equitable practices pertaining to minoritized student populations and the LGBTQIA+ community. Although chronic absenteeism has been an enduring concern in PK-12 schools, it has doubled since the onset of the COVID-19 pandemic. To explore strategies for addressing this issue, this MERC research and policy brief answers five questions: 1) What are trends in chronic absenteeism pre and post-pandemic?, 2) What factors contribute to chronic absenteeism and which student groups are particularly vulnerable? 3) What are the connections between chronic absenteeism and other student outcomes? 4) What strategies are effective in reducing chronic absenteeism?, and 5) What are policies at the state and school board level intended to help address chronic absenteeism? …

Legislation for SWDs led to the enrollment of postsecondary students with disabilities (SWDs) in higher education, but it has also created the increased prevalence of dropouts among postsecondary SWDs (NCES, 2020) Although postsecondary disability status has garnered attention, it continues to be neglected as a political need in higher education. Historically, postsecondary students with disabilities were discouraged from attending higher education settings (Madaus & Shaw, 2004). Disability laws were amended decades later, and therefore impacted the progress of students with disabilities. This is the latest in a series of reports from the Listening to Teachers Study, which seeks understanding of how New York City's early childhood educators are faring during the ongoing COVID-19 pandemic. The purpose of this study is to use data gathered through surveys (May 2020, n=3355; June 2021, n=663) and in-depth interviews (spring 2022) to prompt reflection and discussion about what a more equitable post-pandemic ECE system could look like.

Abstract

This paper analyzes special education policy in Hartford, Connecticut and Cape Town, South Africa to see how different educational cultures view students with disabilities. The themes of teacher training, curriculum, and treatment of children in addition to language use are described and compared. Cape Town educational culture arguably has a more holistic view of students with disabilities as the policy commits to providing more resources and hiring confident and trained teachers committed to providing for the needs of their students. This article describes the evolution and early expectations of university-based programs to serve people with disabilities. I describe the how the committee that President John F. Kennedy created to make recommendations about how to better serve people with mental retardation suggested university-based programs that would improve the science and provide training to professionals who work with this community. I describe the early legislation and program decisions that were made by stakeholders that created the first generation of University Affiliated Facilities and Programs to serve people with disabilities.

This is the first in a series of reports based upon a survey conducted with 3355 early childhood educators across New York City and New York State, which sought to understand how they were faring during the early phases of the COVID-19 pandemic (May 2020). More students with disabilities are present on higher education campuses. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. As the student body expands on higher education campuses, diversity comprehensively racially, ethnically and culturally grows. Four major federal laws: Americans with Disabilities Act and Amendments Act, Rehabilitation Act of 1973, and Individuals with Disabilities Education Improvement Act of 2004 form the state disability legislation backbone applicable to postsecondary students. There are approximately 25 million refugees around the world, and over half of this 25 million are under the age of 25. While many refugees hold strong aspirations to attend higher education, about 3% of refugees have access due to political, social and economic challenges. Background: Mainstream media is increasingly reporting on the relationships between Catholic and trans identities in parochial schools, particularly with regard to gendered washroom use. With greater numbers of trans youth coming out at younger ages, significant educational policy changes are being considered around how Catholic schools can or should include trans youth. Method: This study applies trans and queer theologies to Critical Discourse Analysis (CDA) in investigating the Wilson case, which was the first known instance of a Catholic school including some affirming policy provisions for trans youth.
