Abstract
This autoethnographic research delves into a mother’s experiences with her disabled son over thirty-five years. Beginning with a thick description of the crib accident that resulted in physical and cognitive disabilities that profoundly change the course of both mother and son’s life, this research chronicles the search for meaning, community, and healing as they negotiate the realms of medicine, education, career, family, and spirituality. Models of disability that seek to explain various ways in which society often views disability are examined, but none resonate with the researcher’s intimate experiences nor satisfies her deepest needs for insight and healing. School Libraries, Disabilities, And A Phenomenological Progression To Policy Change, Patrice Narret Foerster

Research has shown that school librarians are not well equipped to work with students who have disabilities. Applying a conceptual framework culled from the public policy process literature, this phenomenological study used interviews with Washington, DC, policy workers--some of whom advocate for students with disabilities--to explore the possible connection between library experiences and the placement of libraries within the Elementary and Secondary Education Act (ESEA). The findings indicate that these workers are not framing libraries in the same way that library professionals do and are not viewing school libraries as a direct source of student instruction. The Elementary and Secondary Education Act (ESEA) of 1965, reauthorized under the Every Student Succeeds Act (ESSA) of 2015, provides federal funding for equitable services to nonpublic school students, families and teachers. This act was signed by President Obama on December 10, 2015 and replaces No Child Left Behind (NCLB). As it relates to private schools, the reauthorization of ESEA mirrors NCLB in all areas but three: (1) set asides discontinued; (2) state appointed ombudsman; and (2) state as the provider of services. This change plan examined the current competencies, conditions, culture and context of a for-profit education corporation which resulted in low student achievement, “As Is”. As a means of developing strategies and actions for change, the competencies, conditions, culture and context necessary to increase student achievement was explored “To Be”. A change plan was developed and implemented. The change plan addressed my personal immunities to change as well as strategies and actions needed to improve student achievement. Effects Of Eliminating The Cap On The Number Of Participants In The Statewide Parental Choice Program, Reginald Lawrence Ii

Funding provided for public education is also being utilized for charter, private and /or parochial voucher schools across the state of Wisconsin. Policy was passed that eliminates current enrollment caps in the statewide parental choice program. In 2016-17, enrollment is limited to 1% of the district’s school age population and increases by 1% annually until it reaches 10% then lifts entirely. In advocating against the proposed policy, three critical issues emerged – the cost of funding the additional program, the moral obligation to educate neediest students, and grading school performance.
