Barriers To Student Success In Deaf/Hard-Of-Hearing Mainstream Programs, Sabine Castro

This capstone evaluates the barriers to quality education that exist in deaf/hard-of-hearing mainstream programs by evaluating three key factors. First, the presence of manually coded English systems (MCEs) in mainstream programs will be discussed along with the history that led up to their creation. Second, lEPs (Individualized Education Programs), 504 plans, and language policies enforced by school districts are treated as one factor. Over the course of the history of the United States history, there has been a drastic shift from an exclusive education for Deaf and Hard of Hearing students to a more inclusive approach. Through the change to an inclusive setting, students who are Deaf and Hard of Hearing often have an Itinerant Teacher of the Deaf and Hard of Hearing (Itinerant TODHH) that works as their advocate and support system throughout their mainstream experiences.
