"We Don't Work For Free": Tenured Faculty Engagement In Assessment Initiatives On A Unionized Community College Campus, Lauren Kosrow

This case study, which included faculty and administrator interviews as well as an exploration of institutional documents and faculty meeting spaces, examined what influences a tenured faculty member’s decision to engage with assessment initiatives at Midwest Community College and what senior leaders can do to successfully engage tenured faculty in these efforts. Principal-agent theory (PAT) offers an important and helpful framework for considering how senior leadership can successfully engage tenured faculty in student learning outcomes assessment on this specific unionized community college campus. Institutions of Higher Education (IHE) authority has evolved from nearly absolute power in the hands of colleges and universities to an approach more focused on individual students and their rights. Yet, while college authority over campus life and student conduct has diminished, the duty of care required in the form of additional student affairs services has increased. This cross-sectional survey study was conducted to determine if California community colleges designated as Hispanic Serving Institutions (HSIs) assess incoming students for basic computer skills, provide learning support for these skills, as well as assess the attitude of administrators towards basic computer skills of incoming students. Prior published research documented the false assumption in higher education incoming students are “digital natives”, capable of effectively using technology expected on college campuses; however, there was no research focused on community colleges designated as HSIs. Many student affairs departments struggle to contribute to an institution’s evidence base of student learning. In part, this results from student affairs personnel not having adequate training in how to assess learning outside the classroom. This is a particular challenge for small community colleges, in which individual units (e.g., admissions or financial aid) may have only one or two employees. Failure to assess co-curricular learning poses challenges to institutions in meeting accreditation standards, placing them at risk for increased scrutiny and loss of state funding under a performance-based system. This dissertation evaluated campus violence threat assessment policy and procedure implementation at the community college level of higher education. The importance of this topic was to provide a manageable and collaborative initiative for leadership at institutions of higher learning to identify, develop, implement, and evaluate a policy that can effectively prevent acts of campus-related violence. A mixed-methods study approach using a Likert-scale survey with supporting open-ended questions was used to guide the exploration. The purpose of this study was to investigate career and technical education teachers’ level of knowledge and use of performance based student assessment practices in West Virginia’s secondary and post-secondary career education centers. In addition, this study sought to determine what relationships, if any, exist between levels of knowledge and use of performance based student assessment practices. Finally, this study described factors identified by respondents as supports or barriers to implementation of performance based student assessment.
