The development of a rubric for innovative behavior in teachers is related to encouraging the status of creativity in the innovation process. It is powerful to use feedback to create a more creative approach in schools, it helps teachers to think creatively and how to cultivate a more innovative approach in the classroom. The case studies that follow are a compilation of learnings derived from the research project, Enhancing training advantage for remote Aboriginal and Torres Strait Islander learners. The project, funded by the National Centre for Vocational Education Research (NCVER), was conducted by a consortium of researchers from five institutions: TAFE SA, Batchelor Institute of Indigenous Tertiary Education, University of New England, James Cook University and the University of Notre Dame Australia. The primary purpose of this study was to investigate the admission/selection process of the Radiologic Technology Program at East Tennessee State University to ascertain predictive validity of the admission process and to identify specific indicators leading to program completion. The population for this investigation consisted of 510 students who had applied to East Tennessee State University and the Radiologic Technology Program from 1991 through 1993. Data were collected from institutional and program academic records. Correlation research was chosen to establish validity. The purpose of this research study was to determine characteristics of entering vocational students in Kentucky Area/State vocational schools and to develop a computerized diagnostic instrument and tutorial package for assisting students in the mastery of necessary basic skills in mathematics. After specific math skills were identified in which proficiency is required of vocational education students, item pools were constructed for each skill. The skill item pools were validated using approximately 500 public school students throughout the grades of four through eight in public schools of Harlan County, Kentucky, Lee County, Virginia, and Washington County, Tennessee. The primary goal of vocational education is to prepare the student to successfully enter the world of work. While the present educational structure seems to work well for most Anglo-American students, there is evidence that the system is not effective with minority students. For example , in the case of Navajo students in government-sponsored technical schools, the dropout rate (60 percent) suggests that for Native American students there are serious problems in the educational process which need to be investigated and understood.

The first program of cooperative education was established in 1906, and by 1942 there were thirty programs in the country. During World War II, all cooperative programs were stopped in the interest of getting people through school as quickly as possible. When programs were resumed after the war, the pace picked up some, going from 26 programs in 1946 to 130 programs in 1968 (Ferris, 1969, p. 480).

A review of recent articles indicates that the effectiveness of simulation on Vocational Education has been substantiated. Many programs have been used throughout the United States which point out the success of office simulation.

Utah began simulation by converting trailers into mobile modern offices. The first class was taught in June, 1968, with a migrant farm worker project. The program was called MOE (Mobile Office Education). Hanson and Stocker were involved in the development and teaching of this program.
