First introduced in 1875, Blaine Amendments restrict private, parochial schools from utilizing publicly acquired funds. While the federally proposed Blaine Amendment died on the Senate floor, 37 states have adopted constitutional language that limits and/or bars religious schools from receiving public funds. Fraught with bigotry and labeled as discriminatory, such measures have not gone without challenge and the judicial system has delivered numerous decisions on funding public and private schools. However, jurisprudence reveals significant shifts in court decisions over time. Through analysis of Supreme Court cases from Everson v. Board of Education (1947) to Espinoza v. Teacher pay in Arkansas public schools varies widely from district to district across the state. This pay discrepancy is driven by both the funds available to a district and by how these funds are allocated. There is a standard per student budget given to districts across the state, but this budget can be supplemented by additional property taxes collected on property within a district. This leaves districts with more highly valued property at an advantage. Although growth in U.S. community colleges has been exponential, a major challenge accompanying that growth has been the source of funding, which has consisted of shifting proportions of tuition, local taxes, and state aid. The shift away from state aid toward fundraising, profit-oriented research, sophisticated financing, and higher tuition presents challenges and unintended consequences. This shift could threaten the community college access mission and contribute to a perception of higher education as a private good rather than a public good. This paper presents innovative programs that business schools can utilize to reduce dependence on public funds. A review of the literature shows the theoretical and empirical foundation of higher education funding dilemmas. While higher education is moving towards a global ambition, scarcity hinders governments to fully support programs long-term; thus, cost-sharing and cost-shifting measures must occur for higher education to support current programs. In this study, we examine two universities (one U.S. and one UK.) and provide practical summaries of programs that have provided additional funds. We show that diversity of funding sources is essential for survival of higher education …

[Excerpt] In public higher education, tuition increases in recent decades have barely offset a long-run decline in state appropriations per full-time equivalent student. State appropriations per full-time equivalent student at public higher educational institutions averaged $6,454 in fiscal year 2010; at its peak in fiscal year 1987, the comparable number (in constant dollars) was $7,993 (State Higher Education Executive Officers 2011, figure 3), translating into a decline of 19 percent over the period. Even if one leaves out the "Great Recession," real state appropriations per full-time equivalent student were still lower in fiscal year 2008 than they were 20 years …

The present study is built around the following general research question: why is Adventist higher education in a tight budget? This is approached using a comparative time frame analysis of past and present needs and characteristics affecting funding tertiary education. The main idea throughout this paper is that the different funding systems are setting up models of Adventist higher education that aren’t always the best fit for the institutional ideology and organization. Possible alternatives to shift into a more suitable funding system are provided and discusses as well.

This pioneering study draws on literature from both the educational and the nonprofit sectors to integrate the concept of social enterprise with the financial challenges faced by Christian schools. It then explores the receptivity of administrators and board chairmen of Association of Christian Schools International affiliated schools in the Mid-America region to social enterprise based fund raising practices. Findings show that while school leaders are cautious overall, interest varies widely with some school leaders being very receptive and other very opposed to these approaches. Analysis of specific subcategories indicates that school leaders have a greater interest in pursuing opportunities that …

As FIPSE surveyed the current state of distance/distributed education, there existed an opportunity to help post econdary education make the transition to this new generation of distance education made possible by the explosive growth of the Internet and other new technologies.
