This qualitative case study explores the perception of weak organizational culture at one institution of higher education and the influence of weak culture on attaining organizational goals. The general problem addresses a weak organizational culture where department leaders operate independently of organizational policies and procedures, resulting in the inability to reach organizational goals. The study included fifteen survey responses from faculty and staff, two follow-up interviews, two observations of university-sponsored group activities, and current data from the 2021 Work and Well-Being Survey conducted by the American Psychological Association. The purpose of this study is to examine mental health stigma within the sociocultural context shared by members of the Panamanian population. Mental health stigma is complex because it manifests itself differently according to the cultural context in which it is experienced. Culture informs individual beliefs, behaviors, and attitudes regarding how a person should live within their immediate household and within society. This social conditioning is accomplished through a variety of means, including the passing down of social norms, traditions, and customs. The purpose of this research was to understand leadership and how these ideas feed into a professional dynamic of employee behavior, organizational leadership, motivation, and workplace culture, and how there is a real human interest as employees excel, grow, mature, and become better individuals.

Participants in this study were employees of a regional health organization and employed with the job title of public safety officer, public safety supervisor, or public safety administrator.
