Purpose: The purpose of this phenomenological study was to identify, describe, and recommend the specific cross-linguistic connection instructional strategies that teachers in TWBI 90/10 programs have found to be most effective for fostering language and literacy development.

Methodology: This qualitative phenomenological study explored how teachers of TWBI 90/10 programs perceived the use of specific cross-linguistic connection instructional strategies to better serve emergent bilingual learners (EBLs) and what implications cross-linguistic connections had on dual language instruction. To reduce the achievement gap and stem the increasing dropout rate of English Learners (ELs), a one-way dual language program, Academia Bilingue, was introduced at Sterling High School. ELs then and now account for approximately 20% of the students in the district. A significant academic achievement gap had existed between ELs and their English-proficient counterparts. An alarmingly disproportionate number of ELs were dropping out. This case study examines oral language development during structured guided reading instruction in English and Spanish in a second grade dual language classroom. The participants in this study included four focal second grade students identified as balanced emergent bilinguals. The four case studies offer insights into the development of five oral language components: phonological skills, morpho-syntactic skills, vocabulary, syntax and pragmatics in English and Spanish that students undergo as they develop biliteracy. Bilingualism characterizes not only people, but homes, schools, and communities across the United States. While some bilingual people are forced to suppress their bilingualism, others are encouraged to develop their skill set to a level of becoming biliterate. Bilingualism and biliteracy are key features in dual language bilingual education (DLBE) programs where students are provided daily opportunities to develop two languages simultaneously, along with grade-level academic content. How do we help children practice and retain the second language in a Dual Language program? We must find effective and fun ways, like Peer Tutoring and Cooperative Groups. This research was conducted with a group of 21 six and seven year olds in a Dual Language Immersion classroom in a Title 1 school. There was a mixture of boys and girls, Latinos, African-Americans and Caucasians. Data collection was done through surveys, observations, artifacts and narratives. The intent is to explore how the teachers respond and react to changes and expectations of education policy and investigate how daily decision-making processes are affected.
