The present study is an exploration of beliefs about learning English held by English as a second Language (ESL) students and teachers from Jharkhand, India. The basic premise of the study is that the learners’ and the instructors’ beliefs about learning a language affect the learning approach, learning strategy use, personal motivation, the choice of instructional material and the instructional method. The proposed research employed a mixed-method approach to investigate why the linguistic standards of the Canadian Language Benchmark (CLB) (levels 5–8) are deemed satisfactory for English as a second language (ESL) learners at the college level. An examination of the Canadian English Language Proficiency Index Program (CELPIP) identified why an ESL learner with a CLB level of 5–8 requires English support services in post-secondary education to achieve academic success in Canada. Successful reading comprehension in a second language (L2) involves the interaction of multiple factors during the complex process of reading. For some time, researchers have been exploring factors associated with the process of reading as well as the specific interventions and strategies that may facilitate comprehension (Bernhardt, 2010; Brantmeier, 2005; Koda, 2005; Grabe, 2009). Improving reading instruction for English language learner (ELL) students is a growing concern at a K-5 urban elementary school in a large city in a Midwest state. Classroom teachers are challenged in their knowledge and skill set to consistently and effectively integrate the Sheltered Instruction Observation Protocol (SIOP) model in their classrooms to support ELL student reading success.
