Principal Agency 50 Years After The Lau Decision: Building And Sustaining Bilingual Education Programs For Asian Languages, Kevin M. Wong, Zhongfeng Tian

This study examined how three champion principals of Asian language dual language bilingual education (DLBE) programs—Cantonese, Korean, and Mandarin—in California have navigated the oscillating language-in-education policies after the Lau decision. We explored principals' various roles through a lens of agency in a social justice leadership framework, specifically considering the opportunities and challenges for agentive leadership from three different phases: foregrounding and engaging, planning and implementing, and evaluating and sustaining. Findings demonstrate that the success of DLBE programs goes beyond the overarching language policies that supposedly enable bilingual education; rather it hinges on the bottom-up commitment, collaboration and resilience of principals, …

The teaching profession has historically been defined by an “overwhelming presence of whiteness” (Sleeter, 2001, p. 101), leading to experiences from Black, Indigenous and Teachers of Color (BITOC) often being neglected and undervalued. This action-oriented research project employed poetic inquiry techniques to capture the full experiences of BITOC participants speaking their stories in their voices through poetry. The centering of BITOC experiences is crucial to shifting the paradigm from mere survival and retention towards what aspects of the BITOC experiences support them to flourish and thrive in private/independent schools. Against a backdrop of legislation aimed at classroom book bannings and efforts to whitewash curriculum, this article draws from interviews with the winners of the 2022 International Literacy Association's Social Justice Literature Award winners to offer hope and inspiration for literacy teachers, researchers, and most importantly, young readers. This research explored how teachers were teaching critical consciousness as decolonizing pedagogy within Tolteka R. Cuauhtin’s Ethnic Studies Framework (Cuauhtin, 2019b) at an alternative education high school. Critical consciousness—an expansive term developed by Paolo Freire in the 1960s—advocates for a problem-posing approach to education that includes essential elements of praxis (reflection and action), development of holistic humanity, critical examination of the processes of violence and power, and social-justice oriented self-empowerment among students that leads to actionable community change (Freire, 2005). In this article, the authors investigated how families of Xinjiang class students perceive the benefits of the Xinjiang class policy for students. Based on the work of Melanie Walker, the authors adopted the capability approach as an analytical tool and collected data through in-depth interviews with families of Xinjiang class students over three months of fieldwork in Xinjiang and eastern China. The authors obtained a list of seven functional capabilities that illuminate the value of Xinjiang class education, and complaints that need to be addressed in the future. Learning to use critical practice-based research as part of teaching is an important goal for preservice teachers, especially for those who plan to teach English learners in linguistically diverse settings. In this study, we examine the experiences of preservice teachers who were introduced to a framework for enacting iterative, transformative action research, and used the framework to study their own teaching in a one-on-one writing partnership with young English learners. Medicins sans Frontiers estimates that twenty-five per cent of new asylum-seeking arrivals in Athens in 2016 were women [1]. Despite the sizable number of women asylum seekers arriving in Athens, women’s voices are often excluded from research on refugee needs. This research sought to understand the needs of women asylum seekers in Athens through the collection of qualitative data on their needs and experiences upon arriving in Athens. In this dissertation, the researcher employed critical sociocultural and positioning theories to examine how classroom teachers, ESL teachers, and family members discursively positioned emergent bilinguals in the general education, ESL, home, and community settings, as well as investigated the influence of positioning on the emergent bilinguals’ linguistic identity. Blind and visually impaired people in the United States face a dire employment situation within professional careers and corporate employment. The purpose of this research study was to gain insights into the phenomenon of employment of blind people through analyzing the lived experience of successfully employed blind adults through ethnographic interviews. Previous research has shown that seven out of ten blind adults are not in the workforce, that a large percentage of those who are employed consider themselves underemployed, and that these numbers have not improved over time. This qualitative study examined African American mothers’ perceptions of their children’s schools (public, charter, and private) within the context of institutional, structural, and individual racism. Employing qualitative techniques, interviews and focus groups of middle to lower working class Black mothers were conducted to explore their lived experiences with individual, institutional, and structural racism within American schools. The goal of this study was to learn how these mothers make meaning of the educational institutions that serve their children, the racial barriers they encountered and the strategies of contestation they employed in order to address these perceived barriers.

The purpose of this mixed methods study was to explore how cultural responsiveness informed the development of and decision-making about K-12 English Language Arts curricula in New Jersey. Through the use of a survey and interviews, twelve curriculum supervisors offered an array of insight regarding their professional agency, curriculum processes, and factors that influence the areas associated with the program of study. Findings revealed that although supervisors do not have autonomy in the curriculum development process, they do have greater agency when it comes to selecting supplemental instructional resources and classroom supports. Culturally-responsive pedagogies require moving beyond blanket assumptions about learners to focus deeply on local meaning-makings. This narrative analysis case study examines the ways a 20-year-old African American man challenges the negative educational identity with which he is forced to contend as he navigates a large and complex urban public school system. In this response to “The Political Nuances of Narratives and an Urban Educator’s Response,” the authors applaud Pearman’s critical approach to deconstructing and challenging narratives of heroic figures who single-handedly change the world and agree with him that these narratives restrict the sense of agency that may propel citizens to become actively involved in social change efforts. The current philosophies underpinning TESOL higher education curricula and classroom practices still reinforce the essentialized narrative of the native speaker and teach English as an objective, disinterested, linguistic system of static signs (Blommaert, 2010; Kramsch, 2009; Larsen-Freeman, 2015; Pennycook, 1997). Grounded in cultural capital and agency theory, this study examines two middle school English language learners’ (ELLs) participatory behaviors in literacy practices in the U.S. classroom. A closer examination of the ELLs’ participatory behaviors through their authentic voices is important to understand for their literacy development. One out of two emergent bilingual students do not graduate from high school. The majority of emergent bilingual students in the United States consist of Latinos, primarily peoples of Mexican origin. This research documents historical and political issues that affect students of Mexican origin, such as immigration policy and educational policy. This study investigates the subjective realization of objective environmental factors and learners’ agency in constructing their meaning potential. According to van Lier’s (2000, 2002, 2004) ecological perspective, the environment is yet an unrealized set of potential, and affordance is what was felt meaningful to the learner. Language policy implementation is a complex, multilayered process. Understanding this process can be achieved by identifying the agents, layers, and processes of language planning and policy activities, analyzing the layers independently, and examining the relations among the layers. Considering these dimensions, this article explicates how U.S. special education policy functions as de facto language policy for deaf students.
