In this paper, I draw on 10 months of fieldwork with English language learners in Northern California to explore the possibilities and limitations of Participatory Action Research (PAR) in schools doubly segregated by race and class. Today much of the progress integrating American public schools that occurred in the decade following Brown vs. Board of Education has been reversed—even as the overall population of public school students has become increasingly diverse (Orfield et. al. 2014). The purpose of this transcendental phenomenological study was to explore effective instructional strategies of mainstream classroom teachers working with English Language Learners (ELLs). Many teachers feel unprepared to adequately educate English Language Learners. School systems have attempted to rectify this situation by providing teachers with professional development that provides instructional strategies which may or may not be effective. Schools are complex social institutions that mediate the experiences of newcomer families in the US. In recent years, a body of scholarship known as New Latino Diaspora has followed the migration of Latino families as they have moved away from traditional gateway communities and settled into territories that have previously been home to few, if any, Latino families. As a result, both institutionalized and grassroots educational initiatives have emerged as vehicles to support newcomer families as they learn English and adapt to living in a new community. Understanding the language of one’s cultural environment is important for effective communication and function. As such, students entering U.S. schools from foreign countries are given access to English to Speakers of Other Languages (ESOL) programs and they are referred to as English Language Learner (ELL) students. This dissertation examined the correlation of ELL ACCESS Composite Performance Level (CPL) score to the End of Course tests (EOCTs) and the Georgia High School Graduation Tests (GHSGTs) in the four content courses (language arts, mathematics, science, and social studies).
