In this article, we outline the necessary action steps for schools to improve the achievement of bilingual students. We review, summarize, and utilize the pertinent scholarly literature to make suggestions for school-wide, collaborative efforts to support the achievement of bilingual learners through linguistically responsive pedagogy and practice. Our research-based recommendations include the need for school actors to negotiate language policy and mandates, lay the necessary ideological foundations, build effective school structures and systems, and foster meaningful collaboration with families and communities. With financial support from the National Council of La Raza, the Gastón Institute is developing "Educational Profiles" for the sixteen Massachusetts public school districts with the highest Latino student enrollments: Boston, Springfield, Lawrence, Worcester, Holyoke, Lowell, Lynn, Chelsea, New Bedford, Brockton, Fitchburg, Salem, Chicopee, Framingham, Haverhill, and Somerville. The profiles present basic data provided by the Massachusetts Department of Education including information on student enrollment, MCAS results, dropout rates, and student aspirations. We hope this information will be used by Latino students, parents, educators, and policy-makers to make informed decisions and improve public education for Latino students in Massachusetts.

In Pursuit Of A New Perspective In The Education Of Children Of The Refugees: Advocacy For The “Family”, Zeynep Isik-Ercan

This paper describes a qualitative inquiry into the experiences of Burmese refugee families with elementary schools in the U.S. and proposes a new perspective for serving the educational needs of refugee children. Data included in-depth interviews with 25 Burmese families in a midsize Midwestern city. Findings from the preliminary analysis demonstrated that due to their own limited school experiences, the parents did not know how they could advocate for their children’s schooling and use academic opportunities. In the following self-study, I consider how my involvement in a teacher preparation program that features looking across multiple contexts of second language teaching influenced my supervisory practice with a particular student teacher during her secondary foreign language student teaching placement. I conduct this inquiry by identifying and reflecting upon instances in which I made connections across contexts during postobservation conferences with this student teacher as well as instances in which I neglected to make connections. To conclude, I discuss the potential of preparing and professionally developing teachers from different second language contexts together.
