This thesis explores the legislative, social and economic development of public education in the United States. Since its inception in the 17th century, American schools have been subject to criticism, yet many of the same issues (rote, homogenous teaching, lack of achievement, educators devoid of passion and purpose) still occupy convoluted dialogue between education reformists and parents alike. However, within this narrative lies the more complex narrative of education for Black Americans. For much of this country’s history, Black Americans have existed in an often intensely segregated environment. The journey of African American student affairs professionals has evolved throughout the history of higher education and student affairs. This study examined the career profiles of ten African American Senior Student Affairs Officers (SSAOs) at predominately White institutions (PWIs) throughout the United States. By using the curriculum vitae and a survey, this research found that the career profile of African American SSAOs at PWI's were African Americans who had earned a terminal degree, averaged eight career moves over 18 years and were involved in national associations where they published and presented. The academic performance of African American students continues to be a concern for educators, researchers, and most importantly their community. This issue is particularly prevalent in the standardized test scores of African American students where they score on average one or more standard deviations below their Caucasian and Asian American counterparts, which may hinder their college enrollment, academic achievement, and educational attainment (Diaz, 1999; Walpole et al., 2005). Previous studies have demonstrated that there are benefits for some African American students in attending an Historically Black College or University (HBCU) over a Predominantly White Institution (PWI); however, studies have not considered how results might be impacted by student status, traditional vs. nontraditional, or the degree to which a student is considered to be nontraditional (minimally, moderately, or highly nontraditional). This exploratory case study examines the perceptions of parents, teachers, students and principals on eight factors of school effectiveness. Two low income elementary schools in the City of Norfolk, Virginia served as the research setting for this study. Though both schools consist almost entirely of African American students, and are otherwise similar in demographics, they have achieved at different levels. While one has been recognized as a national model, based on continuous improvement in students' academic achievement, the other has not attained the same level of achievement, based on standardized test scores.
