In the 1970s there was hope and potential for racial equality in every aspect of our society, but particularly to equalize education for low-income students of color. Momentum from the Civil Rights Movement and California’s unprecedented decision in Serrano v. Priest made it seem like racist policies were a thing of the past and true equality was within reach. This paper explores the rise and impact of police officers in schools, frequently referred to as School Resource Officers or SROs. In addition to attempting to delegitimize the common explanation that school shootings necessitate SROs and their ongoing presence, the paper goes on to outline two under-researched drivers of SROs. These are the immense underfunding of public K-12 schools which forces a search for additional sources of revenue alongside an ongoing effort to suppress student movements and control students of color. Goals 2000 and No Child Left behind have developed a new timeline for language acquisition, have promoted the practice of teaching to the test rather than the understanding of content, and High School Exit Exams have led to the widening of the achievement gap between ELL students and their Non-ELL counterparts. In additions, the policies’ narrow definition of success leads to federal sanctions that penalize schools with ELL student populations further contributing to the widening of the gap.

America’S College Promise: An Economic Evaluation Of President Obama’S Free Community College Plan, Yue Guan

In his 2015 State of the Union Address, President Obama announced “America’s College Promise,” a plan to make community college free for all American families making less than $200,000. In this thesis, I provide an analysis of the plan and provide an evaluation of its potential impact on the education attainment gap in the United States. I also evaluate the plan’s various components and assess its potential impact on community college student enrollment, completion, and transfer to four-year universities. Lastly, I offer recommendations for improvement.
