The Instructional Leadership Team (ILT) is an organizational structure designed to improve employee engagement, which for this project is defined as employee collaboration, autonomy, ownership and shared purpose, in the curriculum development process (Farris-Berg, 2013). This program evaluation, grounded in organizational theory, self-determination theory, and social exchange theory; it is aimed at validating the importance of creating an organizational structure designed to shape a cultural environment that supports employee ownership and autonomy while creating a social exchange economy that supports employee motivation. Educators in higher education are faced with growing pressures to shift pedagogical practices in order to accommodate the growing population of learners and improve student learning outcomes. While the acquisition of knowledge and skills are important to the learning process, they are insufficient in preparing students to function in rapidly changing environments. To reinforce best practices at the building level in Chicago Public Schools (CPS), this study advocates that CPS enact a policy to create Local Network Councils (LNCs). Using an analysis of need, the impact of Local Network Councils is examined through educational, social, political, economic, and moral frames.
