Purpose — Aircraft fail to meet mission capable rate goals due to a lack of supply of aircraft parts in inventory where the aircraft breaks. This triggers an order at the repair location. To maximize mission capable rate, the time from order to delivery needs to be minimized. The purpose of this research is to examine the case of three airfields for the order to delivery time of mission critical aircraft parts for a specific aircraft type. This thesis researched the accuracy of demand forecasting and impact of demand variation on requirements definition for Air Force aircraft secondary items. Specifically, this thesis sought to answer three questions: How does the Air Force calculate item requirements? , How accurate is the current system at predicting future item requirements? , and How do variations in predicted demand change item requirements? The literature review described the Air Force supply system for aircraft secondary items. Analysis into current demand forecast accuracy found that the level of error between actual and predicted historic demand was as high as 92% for the items …

Current Foreign Military Sales FMS models provide stock levels that result in a very low system availability or a funding requirement that exceeds the overall budget. The purpose of this research was to determine if an inventory model exists that can be used in FMS reparable sparing to provide a more efficient and economical inventory purchase. The Aircraft Sustainability Model ASM is such a model, providing the most aircraft availability possible from a given inventory investment by computing the optimal number of spare parts to buy for each item. The purpose of this study is to determine if a commercial computerized vehicle routing program improves vehicle utilization for an Air Force base transportation organization. First, the researchers investigate current routing procedures of Air Force base transportation organizations. Second, researchers identify a commercial computerized vehicle routing program that enables the authors to conduct a comparison of vehicle utilization rates between an Air Force base transportation organization and commercial computerized vehicle routing programs. The study reveals that implementing a computerized vehicle routing program in place of a manual routing procedure does not improve vehicle utilization. However, the study reveals some limitations …

This research investigated the results of using function point analysis-based estimates to predict source lines of code (SLOC) for software development projects. The majority of software cost and effort estimating parametric tools are categorized as SLOC-based, meaning SLOC is the primary input. Early in a program, an accurate estimate of SLOC is difficult to project. Function points, another parametric software estimating tool, bases software cost and effort estimates on the functionality of a system. The focus of this research effort was to determine, in general terms, what contractual tools are available to influence contractor performance during the software development process and, specifically, whether or not award fee contracts are appropriate tools. First, a qualitative, in depth literature review was done. Next, personal interviews were conducted with Program Directors and Deputy Program Directors at Aeronautical Systems Center, Electronic Systems Center, and Space and Missiles Systems Center.
