This research aims the evaluation of the state of capacity management condition in the public and private health enterprises, as well as its impact on the overall performance, on the quality of services provided, and on achieving enterprise strategic objectives. The supposition is that enterprise capacity in health sector face deficiency on strategic planning. The research model includes a combination of qualitative and quantitative methods in order to examine the problem more intensely.
