Financial Assessment Of Agricultural Lands At Risk To Coastal Salt Marsh Migration In Relation To Climate Change Induced Sea Level Rise In Dorchester County, Maryland, Jewell Porter

The increasing rate and effects of sea level rise is a major environmental concern in the Chesapeake Bay. This paper evaluates the impacts of rising sea level on coastal salt marshes and the surrounding agricultural lands at risk in Dorchester County, Maryland to build off existing environmental monitoring work performed by NOAA’s Sentinel Site Program. The results of the spatial analysis were used to estimate monetary benefits to incentivize farmers to protect these marshes by making their land available for marsh migration to occur. An edible forest garden is a low-maintenance system that uses edible native and regionally-adapted plants arranged in beneficial relationships to meet human, wildlife and ecosystem needs. The forest garden in Roger Williams Park will transform underutilized urban land into a highly productive parcel producing market-viable fruits, nuts, vegetables, medicine and fiber. Forest gardens mimic natural forest systems in architecture and complexity. The design follows ecological principles to create a system that promotes biodiversity and enhances the surrounding ecosystem. This project also demonstrates the potential to grow food and create land-based livelihoods in the city.

The permanent transfer of water from agricultural users to municipalities has become a common feature of water management in several western states. In many cases, these voluntary market‐based transfers provide significant benefits to both the buyers and sellers, but many third parties—including remaining irrigators, rural businesses and communities dependent upon agricultural economies—have been negatively impacted. While some impacts of these so‐called “buy and dry” transfers are largely unavoidable, many can be lessened by temporary arrangements that only shift water to cities in years when municipal supplies are inadequate, such as drought and post‐drought storage recovery, and by consolidating individual farm‐to‐city …
