The adoption of mobile technologies for emergency management has the capacity to save lives. In Australia in February 2009, the Victorian Bushfires claimed 173 lives, the worst peace-time disaster in the nation’s history. The Australian government responded swiftly to the tragedy by going to tender for mobile applications that could be used during emergencies, such as mobile alerts and location services. These applications, which are becoming increasingly accurate with the evolution of positioning techniques, have the ability to deliver personalized information direct to the citizen during crises, complementing traditional broadcasting mediums like television and radio. Africa is the world’s second largest and second most populous continent with about one billion people. Mobile phones are a major source of communication and means of taking information and technology to rural and remote areas of the continent. With low-cost and readily available mobile phones, underprivileged, low-income earners and rural dwellers can also participate in the Information and Communication Technology (ICT) revolution. Services are introduced by mobile operators and vendors to enhance and optimize this mobile evolution.
