Increasingly, the use of project teams is becoming commonplace within organizations as the primary means to accomplish complex tasks. While the literature has long acknowledged that the knowledge transfer process is a key component in achieving organizational success and ultimately sustaining a competitive advantage, very little has been written that specifically examines the knowledge transfer process at the project team level. Organizations achieve project success by both doing the right projects and doing projects right. This article examines the relationship between using project categorization systems and achieving project success. In doing so, it defines the purpose of project categorization systems and describes the challenges in developing such systems. It also reviews the field's literature on categorizing projects. It then outlines this study's six-step methodology to develop a holistic project categorization system, a process that involved a literature survey, focus group meetings, and Web-based questionnaire. Global partnerships are forming to take advantage of the cost savings associated with offshoring as well as other strategic benefits. Not all information technology offshoring projects, however, are successful. Cost overruns, increased complexity and defective code cause organizations to rethink their offshoring strategy and their methods for managing these projects. In this paper, project management issues associated with offshore information technology outsourcing projects are identified and specific recommendations for addressing these issues are presented.
