Since the transition to civilian rule in May 29, 1999, the country has witnessed conflicts between the legislature and the executive over budget matters. These conflicts are not only restricted to the federal level but also a common phenomenon at the state government level. This paper discussed the poor relationship over the budget matters and made suggestions on how to improve the process. The paper surveyed the literature on the legal framework of the budgetary process in several countries. The present study is the latest in a series of annual updates of the original report, Changing Patterns: Mortgage Lending in Boston, 1990-1993. Beginning in 1998, the reports’ geographic scope was expanded to include an examination of mortgage lending patterns in 27 cities and towns surrounding the city of Boston. In this year’s report, the geographic coverage has been further expanded t o include a total of 108 communities.

Sundarbans, the largest delta on the planet earth is famous for its marine and estuarine fish resources. A large population is dependent on fishery activity and capture fisheries is treated as the backbone of Sundarban economy. Sundarban boast around 172 species of fishes, 20 species of prawn and 44 species of crabs including two edible crabs. Political Barriers And The Transmission Of Monetary Policy Across States: The New England Antebellum Banking Market, Andrew J. Economopoulos

The New England antebellum banking market was examined to understand the interaction of political ideology and economic forces. With each state controlling bank entry, hence the money supply, political ideology could impede the supply of money within a state. However, the monetary forces from neighboring states may have influenced the degree to which parties held true to their political ideology. The results indicate that political ideology was an effective barrier in two of the six states, while three states were responsive to neighbor states' monetary policy regardless of political ideology. ECHO housing was introduced in the United States in the 1980s based on a program started in Australia in 1975. An ECHO unit is a small house in which an elderly person resides and which is placed near the home of a host (either relatives or close friends of the elderly person). The purpose of this arrangement is to make it convenient and efficient for the occupants of the host family dwelling to provide assistance to the elderly person residing in the smaller ECHO house.

Alternative staffing is a key form of labor market intermediation worthy of consideration alongside that provided by other community-based job placement programs. Furthermore, an examination of alternative staffing services underscores the essential role that supports to employment play in job-brokering for workers who are disadvantaged in the labor market because these are businesses that tend simultaneously and daily to the two sides of the work relationship (worker-client and customer business). A Framework For Evaluating Supply Chain Performance, Terrance L. Pohlen

Managers require measures spanning multiple enterprises to increase supply chain competitiveness and to increase the value delivered to the end-customer. Despite the need for supply chain metrics, there is little evidence that any firms are successfully measuring and evaluating interfirm performance. Existing measures continue to capture intrafirm performance and focus on traditional measures. The lack of a framework to simultaneously measure and translate interfirm performance into value creation has largely contributed to this situation. This article presents a framework that overcomes these shortcomings by measuring performance across multiple firms and translating supply chain performance into shareholder value.

The emphasis in the press, trade publications, and even academic publications is increasingly on supply chain operations, collaboration, and software. There is no argument that these are important considerations as companies struggle to compete in highly competitive markets and an economically difficult environment. This emphasis on “lean” or “JIT” operations presupposes the ability of the firm to operate on a minimum level of inventory and deliver a high level of service. In an era of downsizing and financial cutbacks, the operational efficiency of trucking firms dictates their competitiveness and survival. In an effort to help trucking firms develop a winning formula in the fiercely competitive logistics industry, this research aims to develop a meaningful set of benchmarks that will set the tone for best practices. Price Negotiation Strategies Adopted By Shippers Of International Air And Ocean Transportation, Padmapriya Baboo, Evelyn Thomchick

Government regulations in the international air and ocean shipping industry have undergone a wide range of new developments geared towards deregulation. These changes, coupled with the emergence of new technologies, have facilitated foreign trade operations leading to a substantial increase in international air and ocean cargo traffic in recent years. This study investigates the regulation reforms that have affected pricing techniques in both industries and their implications on the negotiation strategies adopted by shippers and carriers. The survey results identified that each shipping firm negotiated on a variety of issues and employed more than one strategy for negotiating price.

The Las Vegas Valley is one of the driest regions in the southwest United States. Due to limited water supplies from the Colorado River, rainfall, and groundwater sources, the water requirements of the valley’s growing population is slated to surpass the current available water supply.
