Community foundations are classified as public charities (501(c) 3). They derive their funds from many donors rather than a single donor, and the board is made up of representatives from the community served. They are most often established to serve a specific geographic area. This study investigated and described how three different community foundations approach organizational evaluation— choosing proposals to fund, monitoring programs, improving programs, and assessing program impact.

The three community foundations approach evaluation not as a formal system of grant accountabilities, but as a way of systematically gathering information from various constituents for purposes of guiding important decisions. …

Several different types of programs have been introduced to translate organizational goals into performance measurement and feedback systems that can be transferred to the shop floor level for employees. An overreaching assumption has been made that there must be subsets of objectives in order to motivate shop floor employees. In the field of human resources, performance management systems have been designed as vehicles for goal translation from top management to lower levels. A study of 91 Coast Guard junior officers and their mentors established the construct validity for mentoring functions and barriers to mentoring. The Air Force relies on supervisors to provide mentoring to their subordinates. The key predictors of whether junior officers report their supervisors as mentors were similarity between mentor and mentee and the quality of the supervisory relationship in terms of LMX and psychosocial and career development mentoring functions. The results demonstrated evidence for a compensatory theory of mentoring. Multiple mentors do not have a synergistic effect on mentoring relationships. Given the increasingly aging vehicle fleet and declining vehicle budget, this research performed a cost-benefit analysis of leasing versus buying various Air Force general purpose vehicles for the entire continental United States (CONUS). In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. Costs and benefits are calculated for three purchasing options (Air Force ownership, GSA leasing, and commercial leasing) to determine and recommend the best alternative for the Air Force. The purpose of this research is to assess the perceived adequacy of the 14 general systems characteristics (GSCs) in deriving a value adjustment factor (VAF) for calculating final function point counts. Two self-administered surveys were used to collect data. Based on the survey results, it is clear that the 14 GSCs currently do not adequately represent the applications complexity required to adjust function point counts. Despite the high Operational and Support costs incurred, the Brazilian Air Force's (BAF) declining budget has led to the establishment of conservative policies that favor short run solutions for a critical BAF airlift problem of operating an aging fleet. As a result of this policy, service life extensions of older airlift aircraft are the preferred solution. Using an equal airlift capacity approach to examine the Brazilian Air Force mobility system, this research performs a cost comparison analysis between two aircraft currently in operation at Brazilian's airlift command: C-130 Hercules and C-95 Bandeirante. The purpose of this study is to estimate the costs borne by the government for providing space-available travel to eligible uniformed services personnel and their dependents. As the primary provider of the space-available privilege, it is important that the Air Force have an estimate of the burden that the administration of that privilege places on the budget. Previous research had shown that pollution prevention measures were often costly and no expectation of cost savings could be realized. The repeated occurrences of workplace violence throughout society today require the Air Force to evaluate its own workplaces and determine if a threat exists. This research explored violence in the workplace and established the possibility that workplace violence can affect the Air Force. This study examined the variability experienced in the administrative and production lead times of consumable items managed by the Defense Logistics Agency (DLA). Assets were categorized based on an item manager's determination that an asset was a problem part, and whether the asset was purchased for stock replenishment or direct vendor delivery. The methodology was a two-sample t-test of aggregated data to determine if significant differences existed between the mean deviations from the system lead times of various combinations of categories. The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. This thesis explores how the new Department of Defense fraternization policy compares with fraternization policies in use in the private sector. To examine this issue, a detailed discussion of the military and non-military position on fraternization is provided, specifically the non-military position towards workplace romances or dating between co-workers. This thesis then looks at the findings of several studies, surveys, and inquiries to determine how fraternization is currently regulated in the private sector. I derive testable implications of fundamental and non-fundamental components of stock prices. In order to control for the role of time-varying expected inflation and to be able to perform reasonable empirical tests, I use a nominal (rather than a real) interpretation of the present-value model (PVM), whereby nominal interest rates approximate expected inflation. I conjecture that the fundamental and non-fundamental components represent the permanent and temporary components of stock prices, respectively. A series of cointegration analysis over the annual period 1871–1997 confirms my conjecture for the model with time-varying expected inflation. The purpose of this dissertation was to empirically examine an ethical decision-making model that contained individual, issue-related, and organizational factors. At the individual level, the relationship between two job attitudes, job satisfaction and organizational commitment, and ethical judgments was assessed. At the issue-related level, the association between moral intensity and ethical judgments was examined. At the organizational level, the relationship between ethical context and ethical judgments was examined. The hypothesized moderating effect of ethical context on the relationship between job attitudes and ethical judgments was also tested.

The objectives of the study were to empirically examine the relationships among the three elements of the Theory of Constraints (TOC), a number of observable outcomes expected to be associated with application of TOC, and business unit performance. Measures were developed for each of the elements of TOC and a number of observable outcomes (OUTCOMES) expected to be associated with practice of TOC. TOC is defined as consisting of scheduling logistics (LOGISTICS), the Thinking Process (THINKING), and non-traditional performance measures (MEASURES). The purpose of this dissertation is to examine the moderating effects of identified dimensions of vertical exchange relationship (VER) between firm market orientation and the salesperson role variables of job satisfaction, organizational commitment, role ambiguity and role conflict. The sample utilized in this dissertation is the salesforce of a major United States publishing company. Moderated regression analysis is used to determine moderating effects. Three dimensions of vertical exchange relationship are identified using factor analysis and are labeled work, loyalty and congruence. This study examined the roles of organizational justice and individual cultural characteristics in affecting employees' work attitudes and behaviors, in particular, the contextual aspect of job performance in Chinese organizations. Data were collected from 232 employee-supervisor dyads in three Sino-western joint ventures in the People's Republic of China. Results indicated that distributive justice had a significant impact on one dimension of contextual job performance, i.e., interpersonal facilitation, and various attitudinal outcomes, such as job satisfaction, pay satisfaction, affective commitment and turnover intention. The principal objective of this study is the explication of the impact of incentives on measures of performance. The effects of contingent compensation (commissions and bonuses) on role stress, job attitudes, and performance outcomes were studied in a multi-industry sample of 255 employees.

It was hypothesized that as compensation contingency increases, role conflict and financial anxiety also increase and the increase in stress would be negatively related to in-role performance, organizational commitment, and job satisfaction. The purpose of this research was to explore the phenomenon of public-public outsourcing partnerships as it may be employed by the DoD from a Federal Government perspective. Current outsourcing methods, guidance, and models are discussed as well as outsourcing related theories. Based upon the literature reviewed, a conceptual public-public outsourcing decision model is presented. A case study of the Brooks AFB initiative is then used to analyze the conceptual model.
