The Oil Pollution Act of 1990 (OPA 90) is the first comprehensive oil spill legislation passed in the United States. Included in the law were new provisions governing the liability and financial responsibility of both the company responsible for the spill and the insurer. These provisions, while well-intentioned, have created a dangerous situation for both the environment and the economy of the United States. Environmental Messages In Boating Magazines: A Content Analysis Of Recreational Power Boating Articles, Robert S. Holtzman

This paper presents the results of a study analyzing the editorial content of consumer power boating magazines for messages of environmental responsibility. It presents evidence of a cause and effect relationship between recreational power boating and damage to the marine environment, and cites arguments that power boating in its currently popular form, involving high speeds and heavy fuel consumption, is inherently "unfriendly" to the environment. The paper describes a "chain of influence" through which boat manufacturers, in their role as advertisers, influence the editorial content of consumer boating magazines through the tactics of marketing public relations. Mitigation banking has been used as a means of facilitating the permit process by removing the negotiation of appropriate mitigation for development from the confines of the permit process. A developer with frequent needs to mitigate for losses associated with Section 404 and Section 10 requirements may, using a mitigation bank, consolidate mitigation and in so doing, potentially reduce mitigation costs. The National Undersea Research Program (NURP) is a federally-funded program that provides scientists with modern in situ technology that allows them to conduct research that goes beyond the constraints of traditional oceanographic methodology. The academic research fleet is experiencing an increase in the cost of operations. Some members of the fleet are feeling a dramatic rise in operational costs in the area of marine insurance and a decrease in the availability of insurance. The academic fleet is referred to as the University-National Oceanographic Laboratory System (UNOLS) fleet. It is composed of 25 ships which are operated by 18 institutions. The viability of a Boston to Halifax ferry service is examined in light of the existing vehicle traffic entering that Province from the United States. The current cruise ship industry is outlined and the role which the Port of Boston plays in this market describes the Port's incentive for instituting such a ferry service. Statistics provided by the Nova Scotia Department of Tourism show that a significant volume of vehicle traffic which enters Nova Scotia originates at points in the United States which are to the south and west of Boston. Satellite remote sensing has the capacity to aid the three major components of a fishery: research, management, and the fishing industry. An evaluation of the potential of satellite-derived data to the fishery is based upon six case studies which are presented as evidence of the capabilities of satellite-borne sensors. Over half the world's supply of fish for human consumption is produced by small scale fisheries. In recent years, increasing attention has been focused on improvement of small scale fisheries in developing countries. This paper reviews the behavior of shipping freight rate by using the freight index as an proxy variable. A proxy variable is the one that is a substitute to the intended one because it is difficult to obtain. It was found that a seasonal pattern in the freight rate exists, but no specific estimated pattern of the seasonal variation was found. Generally, tramp freight rates rise above average level from February or March to June or July, and from September or October to December or January.
