[Excerpt] Unauthorized immigration to the US has a long and varied history shaped by a number of shifts in immigration policy. Of the global immigrant stock, 10–15 % is estimated to be undocumented (20–30 million; International Organization for Migration 2008). Today, undocumented immigrants comprise roughly 40 % of the immigrant flow to the US. Although immigrants often come to this country as a result of complex factors that were initiated or supported by the US—including free trade agreements and wars that devastated immigrants’ home countries and their national economies—once they become unauthorized, they find themselves in extremely vulnerable positions. Besides …

This is a collection of the reports on the Annenberg national surveys that explored Americans' knowledge and opinions about the new digital-marketing world that was becoming part of their lives. So far we’ve released seven reports on the subject, in 1999, 2000, 2003, 2005, 2009, 2010, and 2012. The reports raised or deepened a range of provocative topics that have become part of public, policy, and industry discourse. In addition to these reports, I’ve included three journal articles — from I/S, New Media & Society and the Journal of Consumer Affairs — that synthesize some of the findings and place …

Examining The Use Of Nutrition Information On Restaurant Menus, Courtney Droms Hatch
Examining The Use Of Nutrition Information On Restaurant Menus, Courtney Droms Hatch
Courtney M. Droms
Over the past decade, the world has been facing an obesity epidemic. In the popular press and certain governmental and public policy circles, this seems to be attributed to the marketing efforts of fast-food and chain restaurants. As a solution to this problem, many have proposed increasing the amount of nutrition information available to the public by adding nutrition information to restaurant menus and menu boards. However, some debate has ensued about the use and function of this nutrition information. Specifically, this research attempts to uncover whether consumer actually use the nutrition information to aid their decision-making process. In two …
Multilevel Marketing Diffusion And The Risk Of Pyramid Scheme Activity: The Case Of Fortune Hi‐Tech Marketing In Montana, Stacie A. Bosley, Kim Mckeage
Multilevel Marketing Diffusion And The Risk Of Pyramid Scheme Activity: The Case Of Fortune Hi‐Tech Marketing In Montana, Stacie A. Bosley, Kim Mckeage
Stacie Bosley
While statisticians have simulated the expected rate of growth in pyramid schemes, this research examines actual data on the spread of an alleged pyramid scheme in Montana. Fortune Hi-Tech Marketing (FHTM) was a multilevel marketing firm, sued by six states and the Federal Trade Commission and permanently shut down in 2014. Data from a settlement with the State of Montana provide a population of participants in a geographic region with definable markets and offer unique insights into local contagion. The authors analyze the pattern of FHTM adoption within a diffusion-of-innovation framework. The findings confirm that nearly all adoption results from …

Saturns And Rickshaws Revisited: What Kind Of Employment Arbitration System Has Developed?, Alexander Colvin, Kell Pike
Alexander Colvin
[Excerpt] In this article, we examine a new, more detailed dataset of employment arbitration cases administered by the American Arbitration Association (AAA), which includes information on many important aspects of these cases that are not included in the California Code of Civil Procedure disclosure requirements. With the availability of this new data, we are able to revisit Estreicher's argument and look at the question of whether employment arbitration has become a new Saturn system of justice providing better access to employees and to what degree it is different from the Cadillac-Rickshaw system of justice in employment litigation. We begin by …

Evaluating Policy Measures To Tackle Undeclared Work: The Role Of Stakeholder Collaboration In Building Trust And Improving Policy-Making, Colin C. Williams, Anton Kojouharov
Colin C Williams
The aim of this paper is to examine and analyse the realm of policy evaluation approaches and methods as they relate to assessing measures to tackle undeclared work. The discussion is set at the backdrop of a brief review of the more prominent theoretical and conceptual considerations in the policy evaluation literature. The paper then investigates results from policy assessments and evaluations illuminated in the previous GREY working papers, as well as some selected from the Eurofound database. The analysis of a limited sample of available policy evaluations and results demonstrates that a common probable cause of policy failure with …
Enhanced Expense Practices For Higher Education: Enduring Continuous Reductions In State Appropriation, Ralph E. Mckinney, Lawrence Shao
Enhanced Expense Practices For Higher Education: Enduring Continuous Reductions In State Appropriation, Ralph E. Mckinney, Lawrence Shao
Ralph E. McKinney
The way forward for higher education to survive and to endure reductions in state appropriations is the enrichment of practices associated with traditional expenses. Because consistent reductions in state appropriations threaten to cause major changes to educational services within Higher Education, this paper advocates enhancement to program management and changes to teaching practices without sacrificing students' expectations. In fact, these practices strengthen learning through practical and team teaching environments while promoting unity of colleges and integration of courses. Module learning and transition programs encourage students to complete degrees faster and step up to the next advance degree. Flexibility can be …
Consumer Hookah Consumption: Is The Hubble Bubble The New Coffee And Cocktail?, Tracy Harmon-Kizer
Consumer Hookah Consumption: Is The Hubble Bubble The New Coffee And Cocktail?, Tracy Harmon-Kizer
Tracy R. Harmon-Kizer Ph.D.
Hookah smoking is a growing practice among American teens and young adults. In a single hookah smoking session, a smoker may inhale 100 to 200 times the volume of smoke inhaled in a single cigarette. Yet, the risks and adverse consequences of hookah smoking are relatively unfamiliar to health professionals, tobacco policy regulators and consumer behavior researchers. To extend our understanding of this epidemic-like consumption practice, this study explores consumer initiation and continued practice, and the meanings, attitudes and beliefs held by those who smoke hookah, especially with respect to cigarette smoking. Our findings reveal adulterated ways in which hookah …

This paper explores the impact of the “Innovation Farm,” a social innovation project that aimed to help long-term unemployed, highly disadvantaged jobseekers living on the Coffs Coast of the Mid-North Coast of New South Wales, overcome barriers to employment and/or further training. The project was delivered by the Coffs Harbour Employment Support Services (CHESS), a not-for-profit, social enterprise organisation. It was funded from 2009-2012 by the Australian Federal Government’s Department of Employment Education and Workplace Relations (DEEWR) through the Department’s Innovation Fund. The research found that whilst the project achieved a commendable level of success its on-going viability was compromised …
Viewing International Students As State Stimulus Potential: Current Perceptions And Future Possibilities, Deborah Owens, Prashant Srivastava, Aniqa Feerasta
Viewing International Students As State Stimulus Potential: Current Perceptions And Future Possibilities, Deborah Owens, Prashant Srivastava, Aniqa Feerasta
Deborah Owens
In this difficult economic climate state policy makers are increasingly focused on higher education as an economic development tool. Many rust belt states are looking to transform themselves from a state dependent on manufacturing and agriculture to a more diverse knowledge based economy. Many nations use higher education as a catalyst for economic development but rarely has it been viewed as a more local state or province based initiative. Therefore, one often overlooked component of an integrated economic strategy is encouraging more international students to attend college in a particular state, as an economic development tool. International students not only …

This report provides a detailed review of available evidence on the extent and nature of the undeclared economy in the Former Yugoslav Republic of Macedonia (FYROM), as well as on the institutional actors involved in tackling the phenomenon and their policy approach and measures used.
Extent and nature of the undeclared economy
Some widely cited international measurements that cover FYROM find that the share of its undeclared economy is larger than in all EU Member States, estimated at 35% of GDP in 2007 (Schneider et al, 2010). Data from the most recent national Labour Force Survey suggests that in 2012 …

Policy Approaches Towards Undeclared Work: A Conceptual Framework, Colin C. Williams
Colin C Williams
The aim of this working paper is to provide a conceptual framework for understanding the policy approaches for tackling undeclared work. In doing so, the intention is to provide the structure for a future comprehensive review of the policy measures available for tackling undeclared work.
This paper is part of a series of papers associated with the project entitled ‘Out of the shadows: developing capacities and capabilities for tackling undeclared work in Bulgaria, Croatia and FYR Macedonia’. Funded by the European Commission’s Framework 7 Industry-Academia Partnerships Programme (IAPP), the objective of this project is to provide concrete policy recommendations about …

Attracting Fdi: The Chilean Government's Role Promoting Renewable Energy, Kyle Herman
Attracting Fdi: The Chilean Government's Role Promoting Renewable Energy, Kyle Herman
Dr. Kyle S. Herman
The development and implementation of renewable energy power plants is important for Chile in order to increase energy security, supply remote mines with electricity, and eventually decrease energy costs. The Chilean government has promoted renewable energy and attracted Foreign Direct Investment (FDI) to develop large-scale renewable energy projects. However, the policies cannot sufficiently attract FDI in unproven renewable energies such as Concentrated Solar Power, though it is proven elsewhere. This paper examines the Chilean government’s renewable energy policies, related government agencies, and the extent that these provide a stable backdrop for FDI in large-scale renewable energy projects. Following that summary, …
