Access to Information and Communication Technologies (ICTs) are slowly becoming more available to rural communities given a number of innovative approaches over recent years such as the implementation of Community Networks (CNs). Consequently, ICTs are able to become more meaningful in support of livelihoods of these communities, such as in agriculture production. Potential benefits to smallholder farmers include increase yields and reduced effort. However, there is very little evidence of smallholder farmers integrating ICTs into their livelihood activity. This study investigated the relationship between Emotional Intelligence (EI), social media use, interpersonal violence and gender. EI is a relatively new topic of research that has been of interest to many organizations due to the proposition that EI assists in the development of individuals. With the proliferation of social media, interpersonal violence and women in the workforce, a determination of a relationship between EI and those variables was warranted. Differences arise in macro-activities, such as the production of energy, food, and healthcare, where the management of these differences happens in polylogues as many actors pursue scores of positions on a variety of issues in numerous venues. Polylogues are essential to the large-scale practices that organize macro-activities but present significant challenges for argumentation theory and research. Legacy retention partnerships are waning with the print industry, and new independent creators are discovering the need to self-archive, develop new alliances, or risk eventual loss of their work. Just a few years ago, social media tools were so new that adapters were considered innovators. Many academic libraries now routinely share information about their collections, programs, and services through these modalities, but how do we evaluate our efforts, in a medium that remains inherently experimental? This paper will look at both qualitative and quantitative evaluative measures that can be used together to assess the efficacy of social media marketing campaigns and will provide conference-goers with sample rubrics for assessing the use of Facebook, Twitter, and YouTube.
