2-1-1 San Diego commissioned the University of San Diego’s Caster Family Center for Nonprofit and Philanthropic Research to conduct the Community Information Exchange (CIE) Cohort 2 evaluation, which focused on the senior (defined as ages 60+) population in the San Diego region.

Using a technology platform where agencies can enter and share client data, CIE strives to foster whole person care for the populations it serves (e.g., homeless, seniors, military), as well as reduce duplicative intakes and services provided by healthcare and social service agencies. Online raters (such as Charity Navigator) point to the overhead rate as a key indicator of nonprofit worthiness. Different govern- ment entities use wildly different indirect cost rates when contracting with nonprofits, which translate into billions of dollars of funding being gained or lost. Each entry in this new edition has been updated or reviewed to provide the most current information available. Most of the data was drawn from IRS 990-PF tax returns filed by the foundations. Additional information was obtained from surveys, foundation websites, and annual reports.
