Inland recreational fisheries has grown philosophically and scientifically to consider economic and sociopolitical aspects (non-biological) in addition to the biological. However, integrating biological and non-biological aspects of inland fisheries has been challenging. Thus, an opportunity exists to develop approaches and tools which operationalize planning and decision-making processes which include biological and non-biological aspects of a fishery. Budgets are a prospective tool of governance, and appropriations are a planning vehicle reflecting: bureaucracies’ values, complex interactions, collective preferences, political influences, and available resources. Research spanning 30 years finds that environmental pollution is a key determinant of environmental budgets in the US, though myriad factors, actors, and subsystems are important to consider. Due to federalism and devolution of responsibilities and authorities, environmental governance falls largely to the states. While the dynamics that shape state environmental budget policy have received scholarly interest, theoretically-driven examinations of environmental appropriations remain limited within the public budgeting and environmental policy literature.

The leadership of the Air Force has established a goal of total environmental compliance because it is the right and necessary thing to do. Commitment to this goal can be accomplished through strong leadership, however, achieving this goal can only be accomplished through effective training. The lack of consistent guidance for developing and executing comprehensive base- level environmental training programs has forced bases to develop these training programs by whatever means available to them.
