In his seminal work, March (1991) points to innovation as a key to a firm’s survival. In this dissertation proposal, I seek to build on March’s research by leveraging his construct of balancing a focus on improving existing capabilities (“exploitation”) while simultaneously creating new competencies (“exploration”). These two approaches to innovation are often viewed as requiring a firm to leverage very different skills. Not only are there differing skills, but the level of risk and potential reward also vary based on a firm’s decision to focus on exploration versus exploitation. Female retention rates in the US military have been considerably lower than that of their male counterparts for numerous years. In the Air Force, women represent 14 percent of officer ranks from O-5 level and above. Comparatively, the overall rate of women officers in service is 20 percent. Understanding the negative factors associated with the attrition rate of this group can help the Air Force leverage positive change. The initiative to reduce the Air Forces serious pilot shortage lead to the Pilot Training Next (PTN) program. Under PTN, student pilots progress at an individual rate while making increased use of simulator-based training resources. A previous thesis used data from the first PTN class to conceptualize and prototype a student training flight scheduler. This scheduler did not consider training events required to bring students back to achieved levels of performance if in fact that student performance had regressed. Officer retention has been a longstanding problem for Air Force leadership. Both intuition and previous research suggest economic and demographic factors play important roles in an officers decision to separate from service. Leading economic indicators are nationally reported statistics that tend to be predictive of where the economy is heading. This work targets the research gap of how leading economic indicators explain and predict attrition. The Air Force FMS program has seen consistent annual increases in sales since 2017 and average annual growth of 7 percent since 2006.
