The purpose of this research was to develop a systems theory-based framework for leadership in governance of complex systems. Recognizing complexity and uncertainty as norms for the environments in which organizations exist encouraged researchers to suggest complexity theory, complex systems, and complex adaptive systems as appropriate for addressing these conditions. Complex systems are characterized by their high level of inter-connectivity, ambiguity, and emergence. Therefore, a failure in one element of a system (e.g. cyber layer) due to external or internal disturbances can lead to a cascade effect that may influence all elements of the system.
