Considered one of the strongest paid family and medical leave laws in the nation, the paid leave law adopted in Massachusetts in 2018 was notable for the depth and range of robust caregiving supports and protections for workers. This report focuses on the critical role that small business owners and entrepreneurs play in the socioeconomic development of a predominantly Latino community like Chelsea, Massachusetts.

This report compiles the key findings and recommendations that resulted from conducting a qualitative study with small business owners and other individuals who play important roles in advocating for and supporting this community. In 2018 a financial news and commentary website, 24/7 Wall St., ranked Massachusetts as the state with the largest economic and social disparities between Latinos and non-Latino whites. For example, median household income was shown to be slightly above $80,000 for whites and just under $40,000 for Latinos. Even more starkly, the rates of homeownership were shown as 69.3% and 26.0%, respectively.

The present report offers an in-depth look at one aspect of the disparity, namely, the difference between the median wage income of Latinos and non-Latinos (a great majority of whom in Massachusetts are non-Latino white). In 2017 …

During my senior year in the Honors College at UMass Boston, I became involved in the yearlong Creative and Social Entrepreneurship Fellowship program. During this program, I interned alongside other UMass Boston students at a local creative non-profit organization, providing the staff with assistance as they worked towards achieving their goals. This internship was funded by the Creative Economy Fund (CE Fund) from the University of Massachusetts President’s Office. The more than 35,000 nonprofit organizations in Massachusetts employ 20% of the state’s workforce and serve as a vital part of the social safety net. Many of these organizations face challenges concerning fiscal sustainability. Funding often covers current services with little surplus to address organizational capacity issues. Successful public-nonprofit partnerships are key to building a resilient nonprofit sector. This study contributes to the nonprofit sector’s knowledge of how best to engage with policymakers at the state and local level.

After declining in the 1990s (laubacher, 2006), the Massachusetts film and television industry reached a nadir with the closing of the Massachusetts film office in 2002. To revitalize this once-thriving local creative industry, in 2005 the state legislature passed a tax incentive plan that provided a bankable tax credit for qualifying motion picture and television productions in Massachusetts. As updated in 2007, the Massachusetts film tax credit (FTC) provides a refundable/transferrable tax credit for 25% of qualifying wage and non-wage production expenses and a sales tax exemption for qualifying in-state spending. This report describes the structure and recent growth of the film and television industry in Massachusetts. We begin with a discussion of national trends in this industry and find that Massachusetts is one of the fastest growing locations for film and television production in the United States. We then discuss recent employment trends in this sector and find that there has been significant recent growth in the total number of local film and television production jobs, particularly among the unionized crew and actors that staff local productions. According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. Green Pond is one of a number of coastal ponds in Falmouth. It covers over 135 acres and is an important natural and recreational resource for the people of Falmouth and visitors. Most of the area around the pond is private residential property interspersed with a few commercial businesses and open space. As with other areas of Massachusetts, the tidelands around the pond fall within the jurisdiction of Chapter 91 (the Massachusetts Public Waterfront Act). Controlling The Cost Of Municipal Health Insurance: Lessons From Springfield, Robert L. Carey

The study finds that, by joining the Group Insurance Commission (GIC), Springfield cut increases in its health care costs an estimated $14 million to $18 million over two years. It saved an additional $5 million per year by requiring eligible municipal retirees to enroll in Medicare Part B as a precondition of receiving supplemental health coverage from the City. These two actions, together, reduced increases in the City’s health care costs an estimated 15-19% annually, on average, with savings growth each year due to compounding. The Rise Of Asian-Owned Businesses In Massachusetts: Data From The 2002 Economic Census Survey Of Business Owners, Michael Liu, Paul Watanabe

Asian-owned businesses are following a very rapid growth trajectory in Massachusetts. In fact, Asian-owned firms increased by 44 percent in Massachusetts from 1997 to 2002. This growth is nearly double the national gain of 24 percent for all Asian-owned firms in the United States. Moreover, during the same time period, the number of all firms in the state expanded by only five percent. Similar comparisons can be made when looking at sales and receipts and number of paid employees. From 1997-2002, Asian-owned businesses in Massachusetts experienced an increase in sales and receipts of 20 percent. This was over three times …
