In February 1988 the White River Development Commission retained the Harrison Price Company (HPC) supported by planning and design teams Eskew, Vogt, and Filson and Grady Larkins Associates. The task authorized was a six-month conceptual design and phased physical and economic masterplan for the family entertainment center at White River State Park. The report includes: 1) introduction, 2) executive summary, 3) reactions to the site, 4) resident and visitor market support, 5) concepts and physical planning guidelines for the proposed family entertainment center, 6) development costs, phasing, revenue generation, subsidy requirements, 7) Appendices.

The Seattle Center Economic and Conceptual Development Study is divided into three phases, of which the present second phase addresses three alternative redevelopment concepts for the site together with associated attendance estimates and where applicable, facility sizing guidelines. Pictorial and narrative descriptions of the three concept options have been submitted under separate cover; this companion document contains the attendance and sizing estimates pertinent to the three plans. This study includes an introduction, summary text, and accompanying tables highlight the principal findings and conclusions, while the detailed analysis, including supporting documentation, is presented as a statistical appendix.
