In February 1992, Exploraciones Alcor, a development company headed by Mssrs. Bryan Jones and Wolfgang Herr, retained Harrison Price Company (HPC) to carry out a preliminary evaluation of the potential for developing a major themed attraction in or near Sevilla. The project would capitalize on the improving economic condition and tourist infrastructure in Andalucia and Spain, increased mobility in Europe attributable to the 1992 reforms and the extraordinary exposure Sevilla will receive from hosting the 1992 Universal World Exposition, the "Age of Discovery."
