In 2001 Goldman Sachs predicted that a group of emerging markets – Brazil, Russia, India and China – will surpass leading economies by 2050. Nevertheless, we seem to have studied little about the mechanisms of success and failure in these countries in the recent decade. In this paper I focus on one of these giants – Russia – which seems seriously understudied but retains important creative and science and technology potential capable of pushing the country onto a new development trajectory.

After considering what is meant by innovation, we conceptualize the uses and sources of innovation at the level of a city-region. We suggest that this conceptualization, drawing on frameworks available in the literature, can provide a useful basis both for interpretation and policy operationalization. We then consider examples from practice, drawing on mini-case studies of innovation strategies in selected multi-area metropolitan agglomerations in other countries. This leads to a discussion of grand challenges and implementation problems of innovation facing the Manchester city-region. Finally, we consider implications strategy development and for the Manchester city-region innovation prospectus itself.

Multiple levels of government currently design and implement research and innovation programs both in the US and in Europe. Empirical analysis of interdependencies among programs has not been fully explored, however. Our contribution is a first step in understanding potential complementarities across R&D programs. Using a sample of Spanish manufacturing firms, we study the determinants of firms’ participation in national and in European level research programs and test for differences across programs. This paper argues there are two broad ways policymakers might use industry cluster concepts to inform the design of regional innovation policy.
