"Performance-based acquisition (PBA)" means an acquisition structured around the results to be achieved as opposed to the manner by which the work is to be performed. Performance-based acquisition is a results-oriented acquisition strategy used to achieve innovative solutions in agency programs. Most military systems have been used for decades, so future planning of defense procurement is critically important. Barriers to adoption of schedule management processes are a matter of serious concern to the acquisition community. Schedule management has been widely accepted to contribute to the successful execution of complicated system development processes since the 1950s. However, studies of recent acquisition failures illustrate that over the last 15 years, there has been significant internal resistance to the adoption of schedule management processes. This exploratory effort used concept mapping to identify and classify the types of barriers existing in the Aeronautical Systems Center (ASC). To emphasize the importance of sustainment, the DoD Joint Requirements Oversight Council addressed sustained Materiel readiness and established a mandatory Key Performance Parameter (KPP) for Materiel Availability; it also established supporting Key System Attributes (KSAs) for Materiel Reliability and Ownership Cost (Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C, 2007). Current guidance requires two numbers: a threshold value and an objective value (Chairman of the Joint Chiefs of Staff Manual (CJCSM) 3170.01C, 2007). The purpose of this research was to determine Air Force Material Command’s (AFMCs) external customer issues and satisfaction levels as measured and compared by Air Logistics Center. Specifically, this project sought to answer how AFMC’s Air Logistics Centers were performing based on survey criteria chosen by AFMC’s A4 Logistics division. This research was guided by a previous Graduate Research Project (GRP) effort, which sought to determine how customer relationship management (CRM) initiatives varied in the private and public sectors, and to determine an appropriate means of capturing and measuring this type of data for AFMC. Small Businesses (SB) have been of recognized important to the Federal Government for many years. This thesis explores the role of SB contractors in Air Force (AF) procurement and the effects of recent acquisition reform (AR) initiatives on their involvement, including their method of involvement (contract type), product areas in which they participate, and possible new areas of measurement. This thesis answers the research and investigative questions in three ways. First, it explores the correlation of AR initiatives to SB participation as a whole, via selected contract types, and in selected product categories via causal regression models. Performance measurement has long been a matter of debate in logistics. However, in the recent past, there has been a renewed emphasis as AF leaders continue to seek funding for weapon system spares despite marginal improvements in mission capability. The Chief's Logistics Review, Logistics Transformation Program, AFMC Constraints Assessment Program, the Spares Requirement Review Board, the Spares Campaign, and the Depot Maintenance Reengineering and Transformation all represent efforts to find and implement effective answers (RAND, 2003:ix). This thesis examined cost growth in Department of Defense (DoD) missile systems from 1991 to 2001 using Selected Acquisition Report (SAR) data with a hybrid adjusted cost growth (ACG) model. In addition, an analysis of acquisition reform initiatives during the treatment period was conducted to determine if reform efforts impacted missile system cost growth. A pre-reform (1 January 1991 to 31 December 1996) period and post reform (1 January 1997 to 31 December 2001) period was subjectively developed to compare the mean annual ACG during each period for statistical differences. This study used structured group discussions (The Delphi Method) among three groups of contracting professionals from the Air Armament, Aeronautical Systems, and the Electronic Systems Centers in order to identify potential roadblocks to implementation of Evolutionary Acquisition strategies. The Delphi groups also tackled the problem of identifying and exploring potential business strategies that may counter the identified challenges. Discussions revealed that current laws, regulations, and internal processes pose challenges in an evolutionary acquisition environment. No single business strategy emerged as the best way to implement the EA strategy. Participants suggested that all three Centers concluded that robust business planning, pre-contract …

Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost. Abstract Contingency Contracting Officers (CCOs) are increasingly finding themselves an integral part of overseas deployments, purchasing in theater whatever the combat forces cannot bring with them. As a result, CCOs must deal directly with businesses and the individuals who operate them in the deployed location. Cultural differences between the CCO and suppliers can become an issue not encountered in stateside operations. This research explored the elements required for the successful implementation of the 'rolling down-select strategy' Inspired by Lightning Bolt 10, this study investigated five acquisitions which have or are in the process of implementing the 'rolling down-select strategy' The results suggest several elements which appear to contribute to the successful use of the 'rolling down- select strategy' These findings can be used by acquisition planners to aid in determining whether or not the 'rolling down-select strategy' is a viable strategy for their particular acquisition.

This study was undertaken to determine the current trends in third party logistics. The Air Force Material Command Lean Logistics office sought information for improving USAF logistics support. The purposes of this study were to report results of third party logistics use, determine characteristics of successful third party relationships, and to discuss the implications for USAF logistics managers. A qualitative research methodology was chosen using multiple case studies. Logistics managers from eight third party users and ten third party providers were administered an extensive research protocol. The results revealed an industry which is growing rapidly. This research focused on developing a Cost Benefit Analysis process for Program Managers to implement when deciding what technical order format-- paper, computerized or automated--to purchase. Factors which determined the outcome are costs life cycle cost considering technical order format qualitative issues characteristics which are benefits of a technical order format and system responsiveness time required to develop or modify a technical order in each format. A literature review revealed problems with the paper technical order format, management infrastructure, quantitative cost estimates for different formats, and different techniques which could be used for a cost benefit analysis.
