Measuring Abnormal Daily Trading Volumes For Samples Of Nyse/Ase And Nasdaq Securities Using Parametric And Nonparametric Test Statistics, Cynthia J. Campbell
Cynthia J. Campbell
We extend prior research on the empirical properties of daily trading volume and methods to detect abnormal trading volume in two ways. We compare the performance of a nonparametric test statistic with the parametric test statistic used in prior research and we study samples of NASDAQ securities as well as samples of NYSE/ASE securities. Prior research has focused exclusively on NYSE securities. We find the nonparametric test statistic is more powerful in detecting abnormal trading volume than the parametric test statistic in both samples of NYSE/ASE and NASDAQ securities. We also document that abnormal trading volume will be detected more …

Characteristics Of Member-Established Headings In The Oclc Database, Karen S. Calhoun
Karen S Calhoun
Offers insights and recommendations on "gap" headings--OCLC member-contributed headings not covered by the LC name authority file--and suggests further analysis to identify headings for which "just in time" authority control would be appropriate. Extends what was learned in OCLC's early 1990s automated authority control project that corrected about 5.6 million headings in the OCLC database.

Agents Without Principals: The Economic Convergence Of The Nonprofit And For-Profit Organizational Forms, Evelyn Brody
Agents Without Principals: The Economic Convergence Of The Nonprofit And For-Profit Organizational Forms, Evelyn Brody
Evelyn Brody
Are nonprofit organizations 'different' from firms with owners? The accepted economic account holds that nonprofits are more trustworthy than business firms because nonprofits cannot distribute profits to owners. However, all firms, nonprofit or proprietary, have converged into similar patterns of behavior. Firms, whether nonprofit or proprietary (or even public), are subject to many of the same economic forces, such as resource dependency, institutional isomorphism, and organizational slack. Even in the absence of shareholders somebody still has to run the enterprise: to decide what objectives to pursue, and how; to manage its financial and human resources; and to span the boundaries …
Institutional Dissonance In The Nonprofit Sector, Evelyn Brody
Institutional Dissonance In The Nonprofit Sector, Evelyn Brody
Evelyn Brody
Our political and economic system contains three seemingly distinct sectors: public, proprietary, and nonprofit. This division masks serious issues of who should provide welfare services, schooling and health care; who should build infrastructure; who should control private wealth. The nonprofit law takes a laissez faire approach to permissible nonprofit activities, leading many to lament the increasing 'commercialization' of the nonprofit sector. However, an examination of historical as well as current activities engaged in by firms in all three sectors reveals that the basis terms of the social debate are eternal, while institutions dominant at different times and in different places …

How Charitable Organizations Influence Federal Tax Policy: "Rent-Seeking" Charities Or Virtuous Politicians?, Nancy J. Knauer
How Charitable Organizations Influence Federal Tax Policy: "Rent-Seeking" Charities Or Virtuous Politicians?, Nancy J. Knauer
Nancy J. Knauer
Tax-exempt charitable organizations exert considerable influence over Congress, the Department of the Treasury, and the Internal Revenue Service in matters dealing with exemption from federal income tax and the tax deductibility of charitable contributions. This Article uses both public choice and public interest analysis to help identify various features of the charitable community and explain how exempt organizations weild political influence despite the restrictions placed on their activities under the tax code. Arguing that the influence of charitable organizations over tax policy can be explained from either a public choice or public interest vantage point, the Article concluds that the …
Conceptual Integration Using Wrapped Applications, Christian Gassner, Hubert Oesterle, Ryosuke Hotaka
Conceptual Integration Using Wrapped Applications, Christian Gassner, Hubert Oesterle, Ryosuke Hotaka
Hubert Oesterle
This paper describes how object-oriented concepts can be used throughout system development for integration purposes. Based on the distinction of physical and conceptual integration the concept of object wrapping is discussed for the integration of non-object-oriented systems. By regarding applications as high-level objects, i.e. wrapped applications, integration is achieved by modelling so-called integration relationships between these wrapped applications. While in conceptual integration redundancy and message passing relationships are specified, in physical integration message passing relationships only are implemented. The paper finally outlines theactivities of the conceptual integration process.
Deficit Reduction Through Diversity: How Affirmative Action At The Fcc Increased Auction Competition, Peter Cramton, Ian Ayres
Deficit Reduction Through Diversity: How Affirmative Action At The Fcc Increased Auction Competition, Peter Cramton, Ian Ayres
Peter Cramton
In recent auctions for paging licenses, the Federal Communications Commission has granted businesses owned by minorities and women substantial bidding credits. In this article, Professors Ayres and Cramton analyze a particular auction and argue that the affirmative action bidding preferences, by increasing competition among auction participants, increased the government’s revenue by $45 million. Subsidizing the participation of new bidders can induce established bidders to bid more aggressively. The authors conclude that this revenue-enhancing effect does not provide a sufficient constitutional justification for affirmative action—but when such justification is independently present, affirmative actions can cost the government much less than is …

Ricardian Equivalence: Further Evidence, Atreya Chakraborty
Ricardian Equivalence: Further Evidence, Atreya Chakraborty
Atreya Chakraborty
The Ricardian Hypothesis states that for a given level of government expenditure, aggregate demand is neutral to changes in the debt-to-tax ratio. Many economists argue that the private and government sectors have different planning horizons which will lead to deviations from Ricardian equivalence. In this paper, by using a model that nests both Ricardian equivalence and an alternative hypothesis, we empirically investigate whether the private sector has a shorter planning horizon than the government sector. The evidence presented in this study suggests that there is no difference between the planning horizons of the private and government sectors.

Technological Specialization And Economic Performance In Oecd Countries, Mario Pianta, Valentina Meliciani
Technological Specialization And Economic Performance In Oecd Countries, Mario Pianta, Valentina Meliciani
Mario Pianta
The paper investigates the growing sectoral specialization in technological activities of OECD countries (measured using patent data) and its impact on countries' innovative and economic performance in the 1975-1990 period. Aggregate indicators of sectoral specialization are introduced, showing the extent to which countries concentrate their innovations in few fields, or spread them across several sectors. A general positive relationship is found between the degree of specialization in technology and higher rates of growth, while specialization in electronics-related fields is not associated to better economic or technological performances. The position of individual countries in these patterns is also examined, showing that …
