This paper set out to investigate the impact of Central Bank of Nigeria's interventions on the agricultural sector within an economy-wide framework of general equilibrium modelling. The paper adopted a dynamic (recursive), two-sector general equilibrium model of the Nigerian economy with some modifications on the standard model developed by the Centre for Econometric and Applied Research (CEAR) and incorporated the contributions of the CBN's agricultural based interventions as increases in the stock of agricultural capital to have a more robust size of interventions into the agricultural sector. Towards the attainment of the goals of the Nigerian agricultural sector, relevant policies have been formulated and implemented during the post-independence years. The agricultural credit policy, among several others, was aimed at ensuring adequate funds for the agricultural sector. The study examines the role of price incentives in expanding agricultural commodity exports. Using the concept of efficiency, based on the theory of opportunity cost, nominal and effective protection coefficients (NPC & EPC) were estimated for cocoa, coffee, cotton, palm kernel, palm oil, rubber and soyabean. Their world market prices served as the efficiency benchmarks in order to determine the pattern of incentives or disincentives to the Nigerian agricultural export sector. With the emergence of the dry season and harmattan in most parts of the country, very little farming activity took place during the fourth quarter of 1987. Rather, some northern states, namely, Bauchi, Niger and Sokoto reported serious drought with grasshopper infestations which damaged thousands of hectares of farm crops. However, a total of 124,788 metric tonnes of fertilizers were distributed to farmers across the country in preparation for the next farming season. This figure represents a decrease of 41.6 per cent over the level in the preceding quarter.

The paper traced the history of water resource development in Nigeria, and assessed the impact of the Niger River Basin Development Authority (NRBDA) on crop production in the region. The analysis of available data showed that although the NRBDA's activities resulted in improvements in crop yields, and farm incomes of beneficiaries, the impact on regional output and area cultivated was marginal since it accrued to only very few farmers.
