The Logic Of "Social Enterprise": The Big Issue Organization And New Labour Policy At The Millennial Juncture, Suman Gupta

CLCWeb: Comparative Literature and Culture

This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. The 2013 United States Census data documents the significant underrepresentation of women of color in the information technology (IT) field. Women of color (Black, Hispanic, Asian or self-classified as non-White) represent an untapped resource in an industry with a low unemployment rate, high starting salaries, and a projected 18% growth rate by the year 2022. Prior researchers have studied White women in IT and have not provided a voice to women of color leaders. For this research, I explored contemporary resistance strategies that Black women executives in the corporate world use to oppose negative behaviors by others associated with their race and gender. The dissertation reviews scholarship about the major role the convergence of race and gender play in the day-to-day existence of Black women. This research addressed the question of whether or not the perception exists that African Americans are disproportionately impacted during layoff periods within corporations. Portraiture was the selected method of inquiry for this research as it captures the experience of the participants and enables storytelling which is based upon perception as opposed to hard, quantitative data. Additionally, portraiture’s autobiographical roots supported my autoethnographic position, encouraging the artistic process while including aesthetic aspects. Much has been written in the ethnic entrepreneurship literature about the contrasting business performance of African American entrepreneurs and those from other minority and immigrant groups. Yet very little research has been conducted by social scientists on the business experiences of black entrepreneurs. In this exploratory study we examine the situation of black contractors in the U.S. construction industry, utilizing 76 in-depth interviews in one of the South's metropolitan areas. We document the nuanced character of the racial barriers faced by black contractors in several areas of the construction industry.
