This study first used a modified Delphi method to survey a sample of executive directors and board members of local workforce development areas regarding the proper systems design needed to fulfill the purposes of current federal legislation. Using A Decision-Making Placemat To Inform Strategy, Christine Baker Mitton, Adrienne Mundorf, Kris Putnam-Walkerly, Susanna Krey

The Foundation Review

Strategic planning in philanthropy allows board and staff to articulate and commit to their priorities and set a plan for how to accomplish a foundation’s goals. To do so requires the processing and sharing of complex internal and external information amid the competing priorities and commitments of multiple stakeholders.

This article explores the development and use of a decision-making placemat tool to inform the strategic shift of the Sisters of Charity Foundation of Cleveland's place-based program area. The foundation has focused its work on housing, health, education, and disparities in outcomes for Cleveland, Ohio, residents who are living in poverty, …

Climbing The Mountain: An Approach To Planning And Evaluating Public-Policy Advocacy, Sam Gill, Tom Freedman

The Foundation Review

· This article proposes a new methodology for planning and evaluating public-policy advocacy. The methodology is designed around a series of stages, each with a different set of strategic planning and assessment requirements.

· The article suggests that both planning and evaluative approaches that fail to take account of the necessary stages required to develop and then implement an advocacy strategy will likely assign the wrong indicators of success.

· This analysis is based on direct experience working with both policy processes and a wide range of foundations and nonprofits that have invested in public-policy advocacy, including the Rockefeller, Ford, …

Making Sense Of Health Care Planning In Ireland; The Street Level Public Organization (Slpo)., Vivienne Byers

Conference Papers

One of the central mechanisms of the Strategic Management Initiative (SMI) (Government of Ireland 1996) is the devolution of accountability and responsibility from the centre to executive agencies. Service planning was introduced in the Irish health care sector as part of this strategic planning ethos. This paper reports on a study that examined both the intent and the consequences of implementing legislatively mandated planning in the Irish health services, in the context of significant organizational change. In an effort to draw broader lessons, a comparison is drawn with the Canadian experience of service planning.

The choice was made to study …

Clusters And Strategy In Regional Economic Development, Edward Feser Dec 2009

Clusters And Strategy In Regional Economic Development, Edward Feser

Edward J Feser

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. Cluster theories and analytical tools can provide useful informational inputs into a strategy making effort and they can also be helpful for programming specific interventions (i.e., strategic …

Reconciling External Legitimacy And Organisational Implementation: The Case Of Service Planning In The Irish Health Services, Vivienne Byers

Conference Papers

Whereas, in many OECD countries strategic planning in health care has been in evidence since the 1970s, in Ireland the emergence of strategic management processes in health care planning didn’t occur until the 1990s. The Strategic Management Initiative (SMI), as outlined in Delivering Better Government (1996), gives Government commitment to ‘the reform of our institutions at national and local level to provide service, accountability and transparency’ and forms the backdrop to the Irish public service reforms. One of the central mechanisms of the SMI is the devolution of accountability and responsibility from the centre to executive agencies. Service planning in …
